Description

Core Competencies

Must have extensive understanding of the business environment in the federal marketplace and be able to analyze complex Government solicitation documents, including and not limited to, Request for Information (RFIs), Request for Proposals (RFPs), and Requests for Quotes (RFQs); working knowledge of FAR/DFAR and GSA Schedules

  • Experience negotiating and working with Non-Disclosure, Teaming & Sub-contracting Agreements or Proposals
  • Expertise in the use of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint and SharePoint)
  • Demonstrated ability to aggregate, analyze and present data gathered from multiple sources
  • Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations and correspondence
  • Must be able to work autonomously as well as collaboratively, managing multiple deadlines in a fast-paced, often changing environment; while demonstrating direct attention to detail
  • Additional/Desired Competencies Required: Critical Evaluation, Relationship Management, Ethical Practice, Communication, Change Management

Education and Experience

  • Bachelor's Degree in Business, Marketing, Contract Management or related field with area of expertise relevant to government contracts (Master's Degree preferred)
  • 5 years of experience in Proposal Writing/Business Development pursuing government contracts
  • 3 years of successful past performance in capture management at an 8(a) organization
  • 3 years of experience building industry relationships, developing a pipeline
  • 2 years of managerial experience
  • Knowledge of the federal government contract process as it relates to 8(a) organizations
  • Demonstrated performance securing prime business in healthcare, project management, logistics and supply management, and information technology
  • Excellent analytic, communication and relationship building skills
  • Proficiency using Microsoft Project, SharePoint, Office, Excel and Word


Scheduling Details:

  • Monday - Friday (8am-5pm)
  • Hybrid Remote


Duties include, but are not limited to the following:

  • Manage all RFI, RFP, RFQ and unsolicited proposal responses; develop compelling content for both commercial and federal opportunities for Request for Proposals (RFP) Request for Information (RFI) analysis and Proposal Submission efforts
  • Research and write clear, concise, and informative content on technical responses; participate in pricing the solution/service
  • Structure & write content on proposals, including Task Orders and IDIQ opportunities develop bid and proposal strategies designed to enhance the bid position and to increase win probabilities
  • Maintain content quality by implementing templates and following proposal-writing standards including readability and consistency; maintain proposal repository
  • Data mine and perform market research on relevant federal opportunities; ensure a robust pipeline of opportunities.
  • Contribute to and continuously revise proposal content repository database
  • Occasionally serve as a Business Analyst on federal projects with clients and arrange meetings
  • Provide research analysis in support of new client targets, competitors, and potential teaming partners
  • Provide compliance breakdown of RFP/RFI/RFQ of PWS/SOW requirements to identify strengths and weaknesses in corporate experience; update and provide insight to continuous process improvements
  • Manage, track, communicate, coordinate opportunities (potential, current and approved future) as they pass through the various stages and provide technical and institutional input to opportunities in review
  • Prepare matrices, templates, and work products in accordance with win strategies, themes and RFP instructions
  • Prepare annotated outlines, section mockups, and section specifications to support the proposal strategy
  • Develop proposal graphics that illustrate technical and management concepts and convey key proposal messaging
  • Ensure that all information is consistent with company brand, value proposition, business objectives and style standards
  • Assist in producing, binding, packaging and shipping all customer documents
  • Control and monitor production of proposals, ensuring that high quality, professional products are created and delivered on time
  • Develop materials and facilitate lessons learned discussions post submission and post award; other duties as assigned
  • Collaborate with BD & Operations team to assess win-probability and develop a capture strategy for securing business from federal, state, local and commercial customers from proposal identification to award; work with executive officials in the development of partnering/teaming strategies
  • Provide leadership through the new business capture lifecycle - from opportunity creation, identification, qualification, and win strategy development and help formulate an integrated business development and capture approach.
  • Manage and execute full capture life-cycle across multiple simultaneous pursuits and proposals;
  • Leverage established industry relationships to identify new sales opportunities, and qualify prospective opportunities by evaluating company's past performance, competition, relationships;
  • Organize a Capability Matrix based upon research and development of strategies associated with the customer, competitors and company's strengths; create sound business cases and value proposition justifying why company should pursue each opportunity
  • Develop focused proposal outline following customer specific guidelines for all active bids and RFPs/RFQs and use proposal outline to guide and manage the proposal writing process
