Position Summary

The Independent Contractor Leader oversees all aspects of the Independent Contractor (IC) program supporting federal background investigation operations. This position serves as the primary point of contact for contractor engagement, recruitment support, workforce planning, retention initiatives, and contractual administration.

The IC Leader works closely with Recruiting, Field Leadership, Training, and Program Management to ensure adequate contractor coverage and alignment with customer requirements.


Security Clearance: Active favorable adjudicated T5, T5R or HT

DHS experience highly desired

Flexible work location, Remote-friendly


Key Responsibilities

  • Manage and oversee the Independent Contractor workforce nationwide.
  • Identify geographic coverage gaps and staffing needs.
  • Partner with Recruiting to source and engage qualified Independent Contractors.
  • Develop strategies to improve contractor engagement, satisfaction, and retention.
  • Maintain and administer Independent Service Agreements (ISAs).
  • Coordinate contractor onboarding activities and program participation.
  • Participate in and host contractor recruitment and procurement events.
  • Collaborate with Training and Field Leadership to promote professional development opportunities.
  • Monitor contractor utilization and workforce trends.
  • Provide workforce planning recommendations to Program Management.
