Job description

Tooele County is seeking qualified individuals or firms to provide real property data collection services for the Tooele County Assessor's Office.

This is an independent contractor opportunity and is not a County employee position. The selected contractor will receive assignments based on County workload and available funding. There is no guaranteed minimum amount of work or compensation.

What You'll Do

Assignments may include:

  • Visiting designated properties to verify observable property characteristics, improvements, construction status, condition, functional design, and dimensions
  • Measuring structures and preparing or updating property sketches
  • Taking photographs and uploading documentation according to required standards
  • Reviewing available property records and entering verified information into designated County systems
  • Reviewing completed work for accuracy and completeness and correcting deficiencies when requested
  • Professionally interacting with property owners or occupants when property contact is necessary
  • Performing other property data collection services described in an accepted written assignment

The contractor will not make property valuation determinations or commitments on behalf of Tooele County.

How Assignments Work

The County may offer assignments based on workload, geography, complexity, qualifications, performance, and availability.

Each assignment will identify the applicable parcels or deliverables, rate, deadline, required format, and County point of contact.

Contractors may accept or decline assignments, subject to any minimum commitment specifically established in the resulting contract. The current estimated workload includes up to approximately 1,800 parcels, with completed data collection required by December 31, 2026.

Once an assignment is accepted, the contractor is responsible for planning and completing the work by the stated deadline.

Independent Contractor Requirements

The contractor is responsible for providing and maintaining their own:

  • Vehicle and fuel
  • Computer and internet access
  • Phone
  • Camera or camera-capable device
  • Tape measure
  • Other ordinary tools necessary to perform the services

The contractor determines the sequence, route, schedule, and methods used to complete accepted assignments, provided that applicable deadlines, deliverable standards, security requirements, and legal access restrictions are met.

The contractor is responsible for their own operating expenses, taxes, and any approved assistants or subcontractors.

Minimum Qualifications

Applicants must:

  • Be at least 18 years of age and legally authorized to contract and work in the United States
  • Have a valid driver's license and reliable transportation suitable for travel throughout Tooele County
  • Be able to accurately measure structures, read maps and property records, perform basic mathematical calculations, take usable photographs, prepare sketches, and enter information using computer systems
  • Be able to communicate professionally with the public and County personnel
  • Be able to work independently and complete assignments by established deadlines
  • Have education or experience demonstrating the ability to perform the requested services

Preferred experience includes property data collection, appraisal support, construction measurement, inspection, GIS, or comparable work.

A County background check will be required.

Compensation

Contractors will be compensated based on completed and accepted assignments/deliverables according to the applicable rate established through the procurement process.

Contractors will submit itemized invoices identifying completed parcels or deliverables and the applicable assignment and rate.

This is not an hourly County position and does not include County employee benefits.
