Job Description:
  • Position Summary

    The Project Engineer supports the Segment / Discipline Manager in the planning, coordination, and control of assigned construction segments within the USACE Flood Risk Control project in San Juan, Puerto Rico. The role focuses on cost, schedule, quantities, and technical coordination, ensuring that construction activities are executed safely, efficiently, and in compliance with contract requirements.

    The Project Engineer acts as the primary link between field operations and project controls, supporting selfperform and subcontracted works while coordinating closely with Engineering, Quality, Environmental, and Commercial teams.

    Key Responsibilities

  • Support the Segment / Discipline Manager in the execution of assigned construction scopes.
  • Plan and track construction activities in accordance with the approved schedule and budget.
  • Monitor and control costs, quantities, and productivity for assigned segments.
  • Participate in monthly cost closing, forecasting, and master budget updates.
  • Prepare quantity takeoffs, cost breakdowns, and production reports.
  • Coordinate subcontractors, suppliers, and selfperform crews to ensure alignment with project objectives.
  • Review and support submittals, RFIs, method statements, and Work Plans.
  • Identify cost, schedule, or technical deviations and support corrective actions.
  • Ensure compliance with safety, quality, and environmental requirements.
  • Maintain clear communication with field teams, inspectors, and client representatives.
  • Support inspections, testing, and progress reporting to USACE.
  • Requirements

  • Bachelor's Degree in Civil Engineering or related engineering discipline.
  • 2-5 years of experience in heavy civil or infrastructure construction projects.
  • Experience supporting construction segments involving selfperform and subcontracted works.
  • Strong knowledge of construction drawings, specifications, and quantity takeoffs.
  • Experience with cost control, production tracking, and reporting.
  • Familiarity with construction scheduling and progress measurement.
  • Understanding of fieldlevel contract administration.
  • High level of English (written and spoken)
