ABOUT THE ROLE

Technical & Engineering Consulting LLC is seeking an experienced Enabling Works Project Manager to support a major pharmaceutical capital expansion program in Puerto Rico.

This position is responsible for leading the planning, execution, and successful delivery of enabling work packages that prepare the site for large-scale manufacturing construction projects. The selected candidate will oversee site preparation activities, demolition, temporary facilities, infrastructure upgrades, utilities coordination, and ancillary building construction while ensuring the highest standards of safety, quality, schedule, and cost performance.

The Enabling Works Project Manager will serve as the Owner's Representative, coordinating contractors, engineering disciplines, site operations, and project stakeholders to ensure a seamless transition into the primary construction phases.

RESPONSIBILITIES Project Leadership
  • Lead the execution of enabling works from planning through project completion.
  • Manage project scope, schedule, budget, quality, and risk throughout the project lifecycle.
  • Develop and maintain project execution plans, schedules, and cost forecasts.
  • Ensure project milestones and deliverables are achieved safely and on schedule.
  • Provide leadership during all phases of project execution, including mobilization, construction, commissioning support, and turnover.
Site Preparation & Infrastructure
  • Manage early site preparation activities including demolition, grading, excavation, temporary facilities, utilities, roads, and supporting infrastructure.
  • Coordinate utility tie-ins and interfaces with existing manufacturing operations.
  • Oversee ancillary building construction and infrastructure packages supporting future manufacturing facilities.
  • Ensure construction readiness for subsequent major capital project phases.
Contractor Management
  • Lead construction contractors and subcontractors throughout mobilization, execution, and demobilization.
  • Monitor contractor safety, productivity, quality, schedule, and contractual performance.
  • Review contractor progress, change requests, claims, and payment applications.
  • Conduct regular field walkdowns to verify construction quality and project progress.
Safety & Compliance
  • Promote a "Safety First" culture throughout all project activities.
  • Ensure compliance with company safety policies, OSHA regulations, environmental requirements, and site procedures.
  • Support high-risk construction activities including excavation, heavy lifting, temporary utilities, and civil works.
  • Participate in safety observations, contractor audits, and incident investigations as required.
Project Controls
  • Develop and maintain project schedules, budgets, risk registers, and action item trackers.
  • Identify project risks and implement mitigation strategies.
  • Manage project change control processes and cost impacts.
  • Track project performance using established KPIs and reporting tools.
  • Prepare routine project status reports for leadership and stakeholders.
Stakeholder Coordination
  • Serve as the primary point of contact between engineering, construction, operations, utilities, EHS, quality, procurement, and project leadership.
  • Coordinate project interfaces with ongoing site operations.
  • Facilitate project meetings and communicate progress, risks, and critical decisions.
  • Ensure proper documentation and project closeout activities.
Regulatory & Quality
  • Ensure project activities comply with pharmaceutical industry standards, engineering practices, and applicable regulations.
  • Coordinate permitting activities and environmental compliance requirements.
  • Support engineering documentation, turnover packages, and lessons learned.
QUALIFICATIONS Required
  • Bachelor's Degree in Engineering, Construction Management, or a related technical discipline.
  • Minimum of 15 years of capital project management experience.
  • Minimum of 5 years leading enabling works, civil, infrastructure, or site preparation projects exceeding $100 million.
  • Experience managing multidisciplinary engineering and construction teams.
  • Demonstrated success delivering complex industrial or pharmaceutical capital projects.
  • Strong knowledge of construction management principles, project controls, budgeting, scheduling, and contractor management.
  • Experience with risk management, change control, and project reporting.
  • Excellent communication and leadership skills.
  • Fluent in English; bilingual (English/Spanish) preferred.
PREFERRED QUALIFICATIONS
  • Experience supporting pharmaceutical, biotechnology, medical device, or other GMP-regulated manufacturing facilities.
  • Owner's Representative experience on large capital projects.
  • Strong knowledge of Puerto Rico construction and permitting requirements.
  • Project Management Professional (PMP) certification.
  • OSHA 30 certification.
  • Experience working with EPC firms and large construction contractors.
  • Familiarity with commissioning, startup, and operational readiness activities.
