What You Will Do
The Deputy Project Services Manager serves as a key member of the Construction Projects Execution leadership team and functions as the deputy to the Project Services Manager. This position provides leadership and operational oversight for project services supporting some of the Laboratory's most complex construction and infrastructure projects.
This role is ideal for a construction professional with a strong background in construction quality management, quality assurance, inspections, field engineering, and project execution who is passionate about building a culture where quality is planned, verified, and continuously improved.
The Deputy Project Services Manager partners with Project Managers, Construction Managers, subcontractors, field engineering, inspectors, quality professionals, and project teams to ensure construction activities are executed safely, efficiently, and in full compliance with Laboratory requirements, technical specifications, and contractual obligations.
In the absence of the Project Services Manager, this position provides leadership and continuity for the organization while maintaining alignment with mission priorities and project objectives.
Job Duties
- Serve as the deputy to the Project Services Manager, providing day-to-day operational leadership across Project Services functions.
- Champion a strong construction quality culture where safety, quality, compliance, and operational excellence are integrated into every phase of project execution.
- Lead and support construction field engineering, inspections, testing, quality management, estimating, planning, and project support activities.
- Provide technical leadership for construction quality assurance and quality control activities, ensuring work is performed in accordance with design requirements, specifications, approved procedures, and regulatory requirements.
- Oversee construction quality processes including inspection planning, submittal reviews, verification activities, punch list management, turnover documentation, and as-built documentation.
- Partner with Construction Managers, Project Managers, subcontractors, and field supervision to identify quality risks early and implement effective corrective actions before they impact project performance.
- Ensure construction activities comply with Laboratory policies, DOE requirements, applicable codes and standards, and project quality requirements.
- Monitor project execution for quality, schedule, cost, and technical performance while proactively identifying opportunities for continuous improvement.
- Review construction progress, field reports, forecasts, and performance metrics to ensure successful project delivery.
- Support construction planning, estimating, scheduling, staffing, and resource forecasting.
- Coordinate project services activities across multiple organizations to improve consistency, communication, and execution.
- Mentor and develop construction professionals while fostering accountability, teamwork, and continuous learning.
- Implement and model Integrated Safety Management (ISM) principles by integrating safety, security, environmental stewardship, and quality into all work activities.
- Foster an inclusive, respectful, and high-performing work environment that values collaboration, integrity, and operational excellence.
- Serve as Acting Project Services Manager when delegated.
What You Need
Minimum Job Requirements
- Demonstrated experience leading construction teams supporting complex commercial, industrial, federal, nuclear, or mission-critical construction projects.
- Strong background in construction quality management, quality assurance, quality control, inspections, testing, field engineering, or construction oversight.
- Experience implementing quality management systems and ensuring compliance with project specifications, engineering requirements, codes, standards, and contractual requirements.
- Demonstrated ability to identify construction quality issues, perform root cause analysis, and implement corrective and preventive actions.
- Experience managing subcontractor performance, construction documentation, inspections, turnover, and quality verification activities.
- Advanced knowledge of construction methods, project execution, planning, estimating, scheduling, and field operations.
- Experience supporting project scope, cost, schedule, quality, and risk management.
- Excellent leadership, communication, stakeholder engagement, and organizational skills.
- Demonstrated commitment to developing high-performing teams and fostering a culture of accountability, safety, and continuous improvement.
Desired Qualifications
- Advanced degree in Engineering, Construction Management, Project Management, or related discipline.
- Professional certifications such as PMP, CCM, PE, or Lean/Six Sigma.
- Demonstrated experience supporting large, complex construction or infrastructure programs in regulated or high-hazard environments.
Education
Position typically requires a Bachelor's Degree in Engineering, Construction Management, or a related technical discipline from an accredited institution and 8 years of related experience, or an equivalent combination of education and directly related experience.
Work Location: The work location for this position is onsite and located in Los Alamos, NM USA. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
