Job description

Job Title- Senior Technical Lead (Data Conversion & Oracle Architect) Part-Time Consultant

Project Location – Remote (but local to Sacramento, CA for some periodically onsite)

Duration- 2-3+ months contract

Visa- USC/ GC

Position Overview: Seeking a highly experienced Senior Technical Lead to provide strategic guidance and technical leadership for a large-scale data conversion and modernization initiative. This role focuses on planning and executing the migration of legacy system data into a modern platform, ensuring data integrity, quality, and alignment with business processes.

This is a part-time consulting engagement requiring deep expertise in data conversion strategy, database architecture, and enterprise system modernization.

Work Schedule & Commitment

  • Part-time engagement (~425 total hours)
  • Standard working hours: Monday Friday, 8:00 AM 5:00 PM (as needed)
  • Flexible scheduling within business hours
  • Occasional after-hours work may be required (pre-approved)

Key Responsibilities

  • Lead data conversion strategy, planning, and execution for legacy system modernization
  • Analyze existing data structures and define transformation and migration approaches
  • Develop detailed data mapping documentation and conversion rules
  • Design and implement ETL pipelines for data extraction, transformation, and loading
  • Identify data quality issues and define cleansing and validation processes
  • Develop data conversion strategies, roadmaps, and implementation plans
  • Create technical documentation, reports, and executive-level presentations
  • Collaborate with stakeholders, SMEs, and technical teams to ensure alignment
  • Identify risks and recommend mitigation strategies throughout the conversion process

Required Qualifications

  • Minimum 8+ years of experience aligning IT systems with business processes
  • At least 5+ years in a technical lead or leadership role
  • Strong experience with data conversion, data mapping, and ETL processes
  • Experience working with legacy data environments and system modernization efforts
  • Advanced experience with Oracle databases (9i 12c)
  • Strong PL/SQL development experience (stored procedures, performance tuning)
  • Experience with database modeling (logical and physical)
  • Proven experience developing technical documentation and conversion strategies
  • Bachelor s degree in IT, Computer Science, Engineering, or related field (or equivalent experience)

Desired Qualifications

  • Experience with ADABAS Natural environments and data extraction
  • Experience with Oracle RAC (developer and/or DBA)
  • Experience with data quality management and data cleansing frameworks
  • Familiarity with ETL tools and automation frameworks
  • Experience working with government or highly regulated environments
  • Certifications such as Certified Data Management Professional (CDMP) or PMP
  • Experience working with varied data sources (spreadsheets, CSV, Access, APIs, etc.)
