Role Overview

The Global Mobility team sits within Total Rewards and partners closely with Legal, Talent Acquisition, HR Business Partners, Payroll, Tax, Finance, and business leaders to administer programs that support global hiring, employee mobility, immigration sponsorship, international assignments, business travel compliance, and long-term talent retention

We are seeking a Global Mobility Operations Manager to lead the day-to-day administration and operationalexecution of Fluence's global mobility programs. This role serves as the operational leader for mobility activities,ensuring programs are executed consistently, compliantly, and in alignment with established governanceframeworks and company policies.

The Global Mobility Operations Manager will operate at the intersection of employee experience, compliance,operational excellence, and business enablement. This individual will partner closely with Global Benefits &Mobility leadership to administer mobility programs, manage vendor relationships, coordinate cross-functionalstakeholders, and drive operational consistency across a growing global workforce.

This role requires strong judgment, exceptional organizational skills, and the ability to translate complex mobilityrequirements into practical, employee-friendly solutions. The successful candidate will thrive in a fast-paced
environment, demonstrate a strong operational mindset, and be comfortable navigating evolving business needswhile maintaining compliance and a positive employee experience.

Manages administration of corporate global mobility programs, including permanent relocations and expatriate assignments. Designs corporate mobility policies and guidelines. Provides guidance to HR Partners on application of policy. Coordinates the processing of work visa, permits and other immigration applications with legal counsel, immigration and applicants. Works closely with payroll (home and host locations) to administer appropriate compensation package for employee. Coordinates tax preparation assistance with outside vendor for applicable situations.

Key Responsibilities

Mobility Program Administration

  • Administer Fluence's global mobility programs, including immigration, international assignments,permanent transfers, relocation support, cross-border employee movements, and business traveleractivities.

  • Serve as the primary operational contact for employees, managers, HR Business Partners, TalentAcquisition, and vendors throughout the mobility lifecycle.

  • Ensure mobility programs are executed consistently and in accordance with established policies,governance requirements, and approval processes.

  • Monitor mobility activity across multiple countries and regions while maintaining accurate records andcase documentation.


Immigration Program Administration

  • Coordinate immigration processes in partnership with external immigration counsel and internalstakeholders.

  • Manage immigration case administration, documentation collection, employee communications, statustracking, renewals, and expiration monitoring.

  • Ensure timely execution of immigration activities and maintain visibility into case progress and potentialcompliance risks.

  • Support employee and manager education regarding immigration processes, timelines, and programrequirements.

Compliance & Risk Management

  • Partner with Legal, external immigration counsel, tax providers, and mobility vendors to administercompliant mobility programs and processes.

  • Monitor mobility activities for adherence to established governance frameworks, immigrationrequirements, business traveler protocols, and company policies.

  • Identify operational risks and compliance concerns and escalate appropriately.

  • Support audit activities, documentation reviews, and compliance reporting efforts.


Leadership Advisory & Stakeholder Support

  • Advise managers, HR Business Partners, Talent Acquisition, and business leaders on established mobilitypolicies, processes, approval requirements, and mobility program considerations.

  • Support stakeholders in navigating employee mobility scenarios while ensuring alignment withgovernance requirements.

  • Translate complex mobility concepts into practical guidance that enables informed business decisions.

  • Escalate exceptions and policy deviations through appropriate governance channels.


Cross-Functional Partnership

  • Partner with Talent Acquisition to support hiring and onboarding activities involving international talent.

  • Collaborate with Legal, Payroll, Tax, Finance, HRIS, Total Rewards, and HR Business Partners to ensureseamless mobility execution.

  • Facilitate coordination among internal and external stakeholders throughout the mobility lifecycle.

  • Support business leaders by providing operational guidance related to mobility programs and processes.

Vendor Management

  • Lead day-to-day vendor governance activities and partner with immigration counsel, relocation providers,tax vendors, destination service providers, and other mobility partners.

  • Monitor vendor performance, responsiveness, service quality, employee experience outcomes, andoperational effectiveness.

  • Facilitate issue resolution, escalation management, and continuous improvement initiatives.

  • Support vendor implementations, transitions, and process enhancement efforts.

Employee Experience & Communication

  • Translate complex mobility, immigration, relocation, and compliance requirements into practical,employee-friendly guidance and communications.

  • Support employees throughout mobility processes by providing clear expectations, timely updates, andproactive communication.

  • Partner with stakeholders to improve the overall employee mobility experience while maintainingcompliance requirements.

Change Management & Enablement

  • Support the implementation and adoption of mobility programs, workflows, governance requirements,and process enhancements.

  • Facilitate stakeholder education and operational readiness efforts related to mobility initiatives.

  • Reinforce established policies, procedures, and governance frameworks through consistent programadministration and communication.

  • Support organizational efforts to standardize and scale mobility operations globally.

Data, Reporting & Insights

  • Develop and maintain mobility reporting, dashboards, and operational metrics.

  • Track immigration activity, mobility volume, assignment populations, compliance milestones, mobilityspend, vendor performance, case timelines, and service level indicators.

  • Prepare recurring operational reports and executive summaries.

  • Identify trends, risks, and opportunities for process improvement through data analysis and operationalinsights.

Process Improvement & Operational Excellence

  • Develop and maintain standard operating procedures (SOPs), workflows, process documentation, andtraining materials.

  • Identify opportunities to improve operational efficiency, compliance monitoring, stakeholder experience,and program scalability.

  • Partner with Global Benefits & Mobility leadership to support technology enhancements, automationinitiatives, and process modernization efforts.

  • Drive operational consistency and documentation standards across all mobility programs.

Required Qualifications & Experience

  • 8+ years of experience in global mobility, immigration, relocation, international HR operations, or arelated field.

  • Demonstrated experience administering mobility programs across multiple countries and regions.

  • Strong understanding of immigration processes, international assignments, relocation programs, andmobility-related compliance considerations.

  • Experience working with external immigration counsel, mobility vendors, tax providers, and relocationpartners.

  • Strong project management, organizational, and operational execution skills.

  • Ability to manage multiple priorities in a fast-paced global environment.

  • Proven experience partnering with cross-functional stakeholders and influencing outcomes throughcollaboration.
