Description:

CompQsoft, an Industry Leader in Engineering Support Services to the DoW, is seeking a qualified professional to serves as the Technical Project Lead, Senior for the U.S. Coast Guard (USCG) Joint Harbor Operations Center Command and Control System (JSCCS) and Sector Command Center - Joint (SCC-J) engineering and sustainment support effort at NIWC Pacific. Responsible for leading the technical execution, cross-functional team coordination, and cybersecurity compliance for standalone and networked C4I systems within the Southwestern Area of Responsibility (AOR). Manages task execution, oversees Remedy ticket workflows, and collaborates directly with Information System Security Engineers (ISSE) and Network Engineers to ensure seamless Authority to Operate (ATO) flows and Cyber/IA compliance. ย 

Key ResponsibilitiesProject & Operational Management:

  • Oversees day-to-day sustainment, preventive/corrective maintenance, field repairs, and hardware/software upgrades across all USCG JSCCS and SCC-J operational locations.ย 
  • Manages tasking, priorities, and SLA response times for Remedy trouble tickets (ranging from Critical to Low) and coordinates dispatch/travel for field technicians.ย 
  • Directs material support, inventory tracking (DD1149), Integrated Logistics Support (ILS), and spare parts routing at OTC facilities.ย 
  • Manages Transition In/Out plans to ensure uninterrupted continuity of operations across system lifecycles.

Cybersecurity, eMASS, & ATO Management:

  • Serves as the primary lead for maintaining network and system Authority to Operate (ATO) packages in compliance with Risk Management Framework (RMF) guidelines.ย 
  • Operates and maintains accurate records within eMASS, VRAM, and DITPR/DADMS.ย 
  • Leads effort with ISSEs and Network Engineers to ensure IAVA security patching, application updates, and vulnerability remediations are tracked, executed, and validated.ย 
  • Coordinates and drives execution for Tri-Annual System Accreditation and Annual Security Reviews for Type Accreditation and Development systems.ย 

Cross-Functional Team & Engineering Coordination:

  • Collaborates closely with Network Engineers to maintain network architecture alignment, drawing packages (CAD/Visio updates), build notes, and system interface options
  • Coordinates with ISSEs, Government SMEs, and secondary contractors to ensure system readiness and IA compliance.ย 
  • Ensures operational documentation-including CONOPS, admin manuals, build notes, and operator guides-is updated and delivered to the Government.ย

Considered an emerging authority, who applies extensive technical expertise. Develops technical solutions to complex problems. Exercises considerable latitude in determining objectives and approaches to assignment.

Required Qualifications
  • Education: Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. (Experience may be substituted for a degree.)
  • Experience: Minimum of 5+ years of progressive experience in network engineering, with at least 3 years in a leadership or senior architectural role supporting DoD or federal environments.
  • Clearance: Must be able to obtain and maintain an active DoD Secret security clearance.
  • Certification:
    • IAT Level II or higher certification (Security+ CE, CCNA Security, SSCP, etc.).
    • CSSP/IASAE certification (preferred).
  • Technical Expertise:
    • Expert-level knowledge of OSPF, BGP, EIGRP, and multicast protocols.
    • Extensive experience with Cisco enterprise-level routers and switches (e.g., Nexus, Catalyst).
    • Demonstrated expertise in firewall management (Palo Alto, Cisco ASA/FTD, or Fortinet).
    • Strong understanding of WAN optimization, MPLS, VPNs, and QoS.
    • Proficiency with DoD network environments and their specific protocols and policies.
Preferred Qualifications
  • Cisco Certified Network Professional (CCNP) or equivalent (e.g., Juniper JNCIP, Aruba ACMP).
  • CCIE (Routing & Switching, Security, or Data Center) strongly preferred.
  • Software-Defined Networking (SDN): Experience with SDN technologies (e.g., Cisco ACI, SD-WAN).
  • Navy Experience: Direct prior experience supporting Navy commands (e.g., NAVWAR, DISA, Coast Guard or Fleet activities).
  • Virtualization: Familiarity with network integration into virtualized environments (VMware ESXi, Hyper-V).
  • Configuration Management: Experience with configuration management tools like Ansible or Puppet.
