PRIMARY PURPOSE: Provide executive leadership for districtwide dispute resolution, procedural compliance, discipline accountability, school-based compliance systems, and continuous improvement by developing and implementing proactive strategies that strengthen procedural fidelity, reduce compliance risk, and ensure consistent implementation of IDEA, COMAR, and Charles County Public Schools' expectations.
EDUCATION AND WORK EXPERIENCE
• Master's and/or advanced graduate degree and/or doctoral degree in Special Education.
• Eligibility for or current Maryland certification in Special Education.
• Minimum of 5 years of experience in Special Education.
• Minimum of 3 years of experience working on Special Education Compliance Issues
• Maryland Administrator I credential required
• Preferred prior experience in supervising direct reports
QUALIFICATIONS

ESSENTIAL JOB FUNCTIONS
Dispute Resolution & Legal Services
• Lead the district's dispute resolution process, including MSDE State Complaints, due process hearings, mediation, Independent Educational Evaluations, attorney collaboration, resolution agreements, and parent escalations.
• Coordinate district responses to formal complaints by directing evidence collection, legal response development, corrective action planning, and closure documentation.
• Serve as the primary liaison with legal counsel, MSDE, executive leadership, and external agencies regarding procedural disputes.
• Develop district procedures that promote early dispute resolution and reduce litigation risk.
Compliance Systems & Risk Management
• Lead the design, implementation, and continuous improvement of districtwide compliance management systems.
• Maintain and evaluate district systems for:
o State Complaint Tracker
o Internal Complaint Process
o IEE Tracker
o Attorney Meeting Tracker
o Corrective Action Tracker
o Timeline Monitoring Dashboard
o Administrative Accountability Reports
• Analyze compliance trends, procedural data, and recurring findings to identify systemic risks and improvement priorities.
• Develop district compliance dashboards that inform executive decision-making and resource allocation.
Discipline & Procedural Accountability
• Direct district implementation of IDEA disciplinary procedures and procedural safeguards.
• Ensure consistent implementation of manifestation determination reviews, removals, discipline timelines, and procedural requirements.
• Collaborate with school administrators on complex disciplinary cases involving students with disabilities.
• Develop district guidance related to procedural safeguards, discipline, and educational records.
School Compliance Leadership
• Provide executive leadership for the School-Based Compliance Leadership Team, including IEP Facilitators and IEP Clerks.
• Establish district expectations for procedural implementation, communication, documentation, and school-based accountability.
• Develop systems that strengthen the leadership capacity of School-Based IEP Facilitators.
• Monitor school compliance performance and implement differentiated supports for schools demonstrating procedural risk.
Continuous Improvement & Organizational Learning
• Develop districtwide Standard Operating Procedures, implementation guidance, and procedural resources.
• Lead professional learning related to IDEA, COMAR, procedural safeguards, educational records, evaluations, IEP development, and dispute prevention.
• Develop coaching structures that strengthen procedural implementation across schools.
• Analyze root causes of recurring compliance concerns and implement district improvement strategies that prevent future findings.
Executive Compliance Leadership
• Supervise and support:
o Coordinator - Compliance & Discipline
o Compliance Operations Specialist
o Compliance & Facilitator Development (Repurposed 11-Month IEP Facilitator)
o IEP facilitators
o All additional staff under the leadership of the Special Education Supervisor of Compliance
• Coordinate cross-divisional collaboration with Specialized Instruction & Related Services and Specialized Programs & Extended Services to resolve systemic procedural concerns.
• Support staffing recommendations, organizational planning, workload analysis, and resource allocation.
• Represent the Department in executive meetings, legal conferences, state monitoring activities, and interdepartmental initiatives.
• Perform other duties assigned by the Director of Specialized Instruction & Early Intervention.
ENVIRONMENTAL FACTORS & PHYSICAL REQUIREMENTS
The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
