The Senior Commissioning Manager โ€“ Substation & Utility Systems provides senior commissioning leadership for highโ€‘ย and mediumโ€‘voltage power infrastructure supporting largeโ€‘scale data center campuses. This role serves as the commissioning authority for utility interconnections, substations, and offโ€‘site power generation (OSPG) systems, ensuring that power assets are safely installed, tested, integrated, and transitioned to operations in alignment with enterprise standards.ย 

While the primary focus is on HV/MV utility and generation infrastructure, this role also maintains secondary accountability for data center electrical, mechanical, and multiโ€‘vendor packaged (MVP) systems, ensuring endโ€‘toโ€‘end integration between upstream power sources and missionโ€‘critical facility loads.ย 

Key Responsibilitiesย 

  • Act as the accountable commissioning lead forย highย  andย medium voltage systems, including substations, utility interfaces, andย off siteย power generation assets.ย ย 

  • Define and enforce commissioning scope boundaries from utility interconnection through substations and upstream of data center main MV/LV gear, while ensuring downstream readiness.ย ย 

  • Lead commissioning strategy, sequencing, and governance for HV/MV systems, delegating execution to EPCs, OEMs, and specialized commissioning agents.ย ย 

  • Review and approve commissioning documentation, including:ย ย 

  • Energization and switching plansย 

  • Protection, control, and relay testing strategiesย 

  • Integrated commissioning and phased turnover plansย 

  • Provide technical oversight during construction, commissioning, and energization, including issue resolution, change coordination, and safety leadership.ย ย 

  • Ensure commissioning activities comply with utility requirements, regulatory expectations, safety standards, and operational readiness criteria.ย ย 

  • Maintain secondary oversight of data center MEP and MVP commissioning, ensuring seamless integration with substation and utility power delivery.ย ย 

  • Support Integrated Systems Testing (IST), readiness milestones, and operational handover by validating upstream power availability and system performance.ย ย 

  • Serve as the senior escalation point for complex, cross discipline commissioning challenges involving electrical, mechanical, and controls systems.ย 

Vendor & Procurement Leadershipย 

  • Direct and manage third party commissioning agents, OEM field service teams, EPCs, and specialized test firms supporting HV/MV and OSG scope.ย ย 

  • Provide technical input into vendor selection and engagement strategies for:ย ย 

  • Substation and switchgear OEMsย 

  • Protection and control vendorsย 

  • OSPGย providersย 

  • Commissioning and testing specialistsย 

  • Establish clear commissioning roles, responsibilities, acceptance criteria, and escalation paths across all external partners.ย ย 

  • Identify risks related to vendor execution, sequencing, or technical interfaces and drive mitigation strategies.ย 

Market Focusย 

  • Initial Focus:ย Chicago market, supporting earlyโ€‘phase substation, utility, and offโ€‘site power generation commissioning activities.ย 

  • Primary Work Locations:ย Remoteโ€‘based within Ashburn, Chicago, New York, or Atlanta, with travelย up to 50%ย to project sites as required.ย 

  • Secondary:ย Remote commissioning governance and technical support for other markets as the program expands.ย 

Qualificationsย 

  • Education:ย Bachelorโ€™s degree in Electrical Engineeringย or equivalent technical discipline.ย 

  • Experience:ย 

  • 12+ years of commissioning experience in highโ€‘voltage power systems, substations, utility infrastructure, or generation assets.ย 

  • Demonstrated leadership on complex, scheduleโ€‘critical programs supporting missionโ€‘critical or industrial facilities.ย 

  • Technical Expertise:ย 

  • Substations, utility interconnections, HV/MVย equipment, grounding systems, and protection & control.ย 

  • Working knowledge of data center electrical and mechanical systems and their interaction with upstream power infrastructure.ย 

  • Skills:ย 

  • Strong technical judgment, leadership, and stakeholder communication.ย
