About the Role
Culmen International is seeking HUMINT/CI Mission Support to support operations in El Paso, Texas.
What You'll Do in Your New Role
  • Conduct All-Source Analysis and produce finished Intel Production through the fusion of multi-discipline intelligence used identify threat networks and assist government analysts in identifying CTCO nodes, vulnerabilities, and illicit pathways.
  • Draft targeting packages and develops actionable operational leads to support HUMINT operations and coordination with law enforcement objectives for interdiction and investigative efforts.
  • Draft, review, and publish finished all-source intelligence products, including network maps, intelligence summaries, and executive briefings for command staff and interagency partners.
  • Advise on the alignment of field collection and focus direction in accordance with command Priority Intelligence Requirements (PIRs), Law Enforcement requests, and USNORTHCOM ICRs
  • Analyze intelligence gaps to write, draft, and refine Source Directed Requirements (SDRs) to guide collection efforts against command priority intelligence requirements.
  • Provides technical advisory support for HUMINT Collection Teams (HCTs). Supports operational management and deconfliction of HUMINT activities, ensuring strict compliance with Intelligence Oversight and domestic restriction protocols under government supervision.
  • Assist in the planning and coordination of sensitive HUMINT activities. Review operational proposals, concepts of operation (CONOPs), and sensitive activity plans for technical feasibility and risk mitigation. Conducts collection activities in accordance with USNORTHCOM regulatory policies and draft associated IIRs resulting from such activities.
  • Provide CI Support to Force Protection as directed in accordance with organizational policies.
  • Facilitate Source Administration and support the HUMINT Operations Cell (HOC) in systematic source vetting and administration.
  • Maintain record accountability within operational databases and records to ensure strict regulatory compliance and accountability.
  • Conduct Source Validation through routine review of source reliability and prepare comprehensive validation packages for government approval.
  • Provide daily operational guidance to field collection teams to ensure alignment with mission plans.
  • Manage the review, processing, and dissemination of operational reporting, including Intelligence Information Reports (IIRs) to provide feedback to collection elements on reporting quality and value.
  • Execute technical reviews of CI HUMINT reporting to ensure strict adherence to DIA and DCHEM tradecraft standards for reliability and accuracy.
  • Author formal IIR evaluations via IC databases (e.g., CHROME) to assess intelligence value, SDR alignment, and provide actionable feedback to collection elements.
  • Assist in Staffing, Briefing & Interagency Liaison as the primary technical briefer and staffer for the J2X. Drafts executive summaries, staff packages, decision memos, and executive briefings.
  • Briefs J-staff leadership and interagency partners on the status of HUMINT operations, collection posture, analytical findings, and operational deconfliction.
  • Serve as the primary liaison between field collectors, command leadership, and interagency partners to facilitate operational synchronization and deconfliction.

Required Qualifications
  • Bachelor's degree from a college or university
  • 8+ years' experience and capabilities for the successful execution of tasks associated with specific duty positions/focus areas.
    Defense Strategic Debriefing Course (DSDC)
  • Graduate of service HUMINT MOS qualification course
  • Analyze information collected from human sources (HUMINT) and counterintelligence (CI) operations to identify foreign intelligence threats, insider threats, and operational opportunities.
  • Provide J2 staff support functions and collections support.
  • Active Top Secret clearance with SCI eligibility.
