Job description
Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The work of UN Women's Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data, creating safe public spaces in different settings and strengthening women's rights movements to end violence against women. In this context, UN Women, together with the UN Trust Fund to End Violence against Women, is implementing the ACT to end Violence against Women and Girls Programme, funded by the European Union to strengthen women's rights movements, coalition building and advocacy to end gender-based violence against women and girls.
Under the supervision of the Policy Specialist, Prevention, EVAW Section and the Policy and Programme Management Specialist, the Policy Analyst (EVAWG) will provide analytical, policy, and programme support to UN Women's work on preventing violence against women and girls and the ACT to End Violence against Women Programme. The incumbent will contribute to policy analysis, research, evidence generation, knowledge management, programme monitoring, and stakeholder engagement to strengthen evidence-informed policy and programming on EVAWG..
Scope of Work
1. Support policy analysis and provide technical support to EVAWG prevention and ACT programme priorities
• Conduct policy analysis and provide technical inputs to support the development and implementation of UN Women's global prevention of violence against women and girls (VAWG) agenda and the ACT to End Violence against Women Programme.
• Support the adaptation, dissemination, and application of UN Women policy frameworks, guidance, and tools, including RESPECT Women, the Handbook on National Action Plans to End VAWG, and other evidence-based prevention resources.
• Contribute to the development, review, and quality assurance of policy guidance, technical tools, analytical papers, and knowledge products to strengthen evidence-informed and gender-transformative approaches to preventing VAWG.
• Provide analytical and technical support to ACT Programme initiatives, including the ACT AI School and the ACT Feminist Technology and Innovation Lab, generating evidence and lessons learned to inform policy and programme development.
• Support policy dialogue, technical discussions, and knowledge exchange within ACT global networks and working groups to advance programme priorities and advocacy objectives.
2. Support research, evidence generation, and knowledge management
• Support research and analysis on emerging EVAWG issues, including the manosphere, perpetration of violence, and technology-facilitated violence against women and girls (TF-VAWG), ensuring methodological rigor, quality assurance, and effective collaboration with partners and stakeholders.
• Contribute to the analysis and synthesis of research findings, programme evidence, and lessons learned to inform UN Women policy positions, technical guidance, advocacy efforts, and strategic priorities.
• Support the preparation of policy briefs, analytical reports, presentations, briefing notes, technical papers, talking points, and other knowledge and communication products.
• Contribute to the dissemination and uptake of evidence through webinars, learning events, stakeholder consultations, and strategic communications initiatives.
• Support the management and continuous improvement of knowledge-sharing platforms, including the EVAWG Knowledge Hub, ACT webpage, and other digital knowledge products to strengthen organizational learning and access to evidence.
3. Contribute to policy advocacy, partnerships, and stakeholder engagement
• Provide substantive support to global advocacy and policy engagement opportunities related to EVAWG, including the Commission on the Status of Women (CSW), United Nations General Assembly (UNGA), and the 16 Days of Activism against Gender-Based Violence Campaign.
• Support the development of background materials, policy briefs, briefing notes, and analytical inputs to support engagement with Member States, UN entities, donors, civil society organizations, women's rights organizations, and other strategic partners.
• Support strategic partnerships and collaboration with stakeholders, including the European Union and the Group of Friends for the Elimination of Violence against Women and Girls, to advance EVAWG policy and programme priorities.
• Contribute analytical inputs to resource mobilization efforts, donor reporting, and partnership development initiatives.
• Support technical consultations, webinars, and learning exchanges to facilitate knowledge sharing and promote evidence-informed policy and programming.
4. Support programme monitoring, reporting, and partner engagement
• Contribute to programme planning, monitoring, reporting, and results tracking across the Prevention and ACT portfolios, ensuring alignment with EVAWG strategic priorities and Results Based Management principles.
• Analyze programme performance data and prepare analytical summaries and reports to inform management decision-making, programme learning, and strategic planning.
• Support engagement with programme partners, including monitoring progress, documenting results, identifying lessons learned, and synthesizing evidence from programme implementation.

Minimum Qualifications:
- Master's degree or equivalent in Law, Social Sciences, Political Science, Development, Public Administration, Gender is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
- At least 2 years progressively responsible experience working on the development of knowledge products focused on Ending Violence against Women and Girls.
- Experience of working on Prevention of EVAWG, including the UN RESPECT Framework and in engaging men and boys to transform patriarchal masculinities is required.
- Experience in research and writing, especially on issues of violence against women and gender equality is required.
- Experience supporting advocacy initiatives on EVAWG at the international level is required.
- Experience in coordinating high level advocacy events and technical briefings at the UN is required.
- Experience working in developing countries within the UN system, Agencies, Funds or Programs is required.
- Experience in monitoring and reporting for projects and programmes is desirable.
- Experience using UN Women programme management systems including PGAMs, and Quantum is highly desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is desirable.
