About this position
The Human Resources Compliance Specialist serves as the College's Equal Opportunity Officer and Title IX Coordinator and is responsible for administering the institution's equal opportunity and civil rights compliance programs. The position coordinates the College's compliance with applicable federal and state laws prohibiting discrimination, harassment, retaliation, sex discrimination, and disability discrimination by receiving, assessing, investigating, and resolving complaints and requests involving employees, students, applicants, and other members of the campus community. Responsibilities include coordinating supportive measures, reasonable accommodations, and grievance processes, as applicable; monitoring institutional compliance; maintaining required documentation; and collaborating with campus stakeholders to foster a safe, accessible, equitable, and nondiscriminatory educational and employment environment.
The Human Resources Compliance Specialist also develops and delivers employee compliance training, including new hire onboarding, employment law training for supervisors, and education on institutional policies, civil rights obligations, and workplace best practices. The position serves as a trusted resource to students, employees, supervisors, and College leadership by providing guidance on equal opportunity, disability accommodations, Title IX, and other civil rights compliance matters while promoting awareness, reducing institutional risk, and supporting a culture of respect, inclusion, and accountability.
ESSENTIAL FUNCTIONS
- Manage the College's equal opportunity and nondiscrimination compliance program, including oversight of discrimination, harassment, and retaliation complaints; coordination of complaint resolution and investigations; policy implementation; training; recordkeeping; and compliance monitoring to ensure a fair, equitable, and nondiscriminatory campus environment.
- Coordinate the College's compliance with Title IX and other applicable federal and state laws prohibiting sex discrimination by serving as the Title IX coordinator overseeing the institution's Title IX program; receiving, responding to, and investigating reports of sex discrimination, sexual harassment, sexual assault, dating violence, domestic violence, stalking, and related misconduct; coordinating supportive measures and grievance processes; monitoring institutional compliance; providing education and training; maintaining required records; and collaborating with campus stakeholders to foster a safe, equitable, and nondiscriminatory educational and employment environment.
- Maintains a comprehensive case management system that includes all reported (employee and student) complaints of discrimination based on a protected class. Prepares and maintains professional and complete documentation and files including investigation reports. Uses self-regulation to manage, organize, and prioritize a large caseload, and other assignments, to ensure timely resolution of complaints and projects.
- Oversee the provision of training for College employees as it relates to equal opportunity issues and internal education and compliance including Title IX. Training may include but not be limited to supervisor training, new employee training, customer service training, and any state or federally required training such as Title IX education.
- Perform and/or disseminate training to faculty, staff, and students regarding discrimination and harassment based on a protected class, and Title IX. For example, Just Ask educational training sessions for employees and students.
- Utilizing a comprehensive training platform, design and incorporate a library of employee and student compliance training required by federal or State mandates as well as supervisory and employees training and development plans.
- Create and maintain new employee orientation training modules. Assign new employee training courses, track completion and ensure participation in required assignments.
- Administer the College's Workers' Compensation program by coordinating the timely reporting and administration of claims; monitoring employee leave and lost work time; facilitating communication among employees, supervisors, medical providers, and insurance representatives; managing work restrictions and reasonable return-to-work accommodations; and ensuring compliance with applicable laws, regulations, and institutional policies.
- Administers all employment-based immigration processes for faculty and staff, including employment eligibility verification (Form I-9 and E-Verify), visa sponsorship and renewals, permanent residency sponsorship, and compliance with applicable federal immigration regulations. Maintains accurate immigration records, monitors visa expiration dates and filing deadlines, coordinates with employees, departments, and legal counsel, and provides guidance on immigration-related employment matters.
- Collaborate with the College's Department of Campus Safety and Security to ensure accuracy in reporting annual crime statistics, as required by the Jeanne Clery Act.
- Coordinate and administer the College's compliance with the Drug-Free Schools and Communities Act (DFSCA), including planning, conducting, and documenting the required biennial review; evaluating the effectiveness of drug and alcohol prevention programs and policy enforcement; identifying needed improvements; maintaining compliance records; and collaborating with campus stakeholders to ensure ongoing adherence to applicable federal regulations.
- Coordinate the College's compliance with Section 504 of the Rehabilitation Act by overseeing the employee accommodation process; ensuring equal access to programs, services, and activities; responding to and resolving disability-related concerns and complaints; providing guidance and training to faculty and staff; maintaining required documentation; monitoring institutional compliance; and collaborating with campus stakeholders to promote an accessible and inclusive learning and working environment. Manage the complaint resolution process for employees and students.
- Contribute to the success of the department by performing all other duties as needed to drive the vision, fulfill the mission, and abide by the values of the College.

- A Bachelor's Degree is required.
- At least 3 years of affirmative action/equal opportunity management experience, demonstrating increased leadership responsibilities over time, is required.

PHYSICAL DEMANDS
- Work is performed primarily in a professional office environment and requires the ability to sit for extended periods while utilizing a computer and other standard office equipment. The position regularly requires speaking, active listening, reading, writing, and visual acuity sufficient to review documents, analyze information, and prepare reports.

WORKING CONDITIONS

PERSONAL PROTECTIVE EQUIPMENT
PPE is not normally required for this position. Standard office safety practices apply. If responding to incidents or entering areas where hazards exist, appropriate PPE may be required in accordance with College policy and applicable safety regulations.
