CHARACTERISTICS OF THE CLASS
Under the supervision of the Human Resources Director, the Human Resources Manager, a highly responsible administrative and managerial position, plans, coordinates, directs, and manages the activities of the Human Resources support staff while overseeing day-to-day HR operations. This position requires substantial independent judgment and discretion, along with the ability to maintain confidentiality in all matters pertaining to the agency, human resources, and employee relations. The incumbent also serves as Acting Director in the Director’s absence and plays a critical leadership role in developing HR strategy, ensuring regulatory compliance, and enhancing employee engagement and services.

ESSENTIAL JOB FUNCTIONS

  • Leadership and Staff Management
    • Supervises staff including selection, training, task assignment, performance evaluation, counseling, and discipline.
    • Coordinates and monitors performance standards of the Human Resources staff.
    • Provides guidance and support to staff and leadership on complex and sensitive HR issues.
    • Acts as the Human Resources Director in the Director’s absence.
  • Human Resources Operations and Administration
    • Plans, implements and manages onboarding, fitness-for-duty evaluations, drug/alcohol testing, and benefit administration.
    • Oversees FMLA, COBRA, Employee Assistance Program (EAP), and Florida Retirement System (FRS) administration.
    • Reviews and approves payroll-related forms and employee change requests across all departments.
    • Collaborates with Payroll to ensure process efficiency.
    • Maintains and safeguards personnel and benefits records, documentation, and contracts.
    • Responds to and manages Public Records Requests on behalf of the section.
    • Performs administrative tasks including development of policies, procedures, practices, and operational guidelines.
  • Compliance, Reporting and Special Projects
    • Ensures compliance with federal, state, and local employment laws and regulations, including the Affordable Care Act (ACA), EEO-4, I-9 requirements, and E-Verify.
    • Coordinates with Third Party Administrators (TPAs), insurance consultants, and actuaries for self-funded insurance and health plan operations.
    • Manages HR-related reports such as HR metrics, FRS Drop enrollees, and budgetary documents.
    • Co-leads ERP data conversion initiatives and other special section projects.
    • Maintains proficiency in HRIS and talent management systems and supports training efforts where needed.
  • Employee Relations and Engagement
    • Manages the employee performance evaluation program and ensures timely reviews.
    • Investigates, mediates, and resolves employee grievances, disputes, and disciplinary or discriminatory claims in collaboration with HR Director.
    • Develops performance improvement plans and enforces personnel rules and consistent disciplinary practices.
  • Strategic Planning and Budgeting
    • Assist in the development and enforcement of HR policies and strategic plan.
    • Prepares and monitors the budget; makes expenditure recommendations.
    • Supports and leads initiatives to improve employee wellness, benefit design, and operational efficiency.
    • Performs all other related duties and special projects assignments as required, in a professional and timely manner.

QUALIFICATIONS

Training and Experience

  • Required: Bachelor’s degree in human resources management, public administration or closely related field from an accredited college or university. Five years related experience in human resources or benefits administration. Additional direct and relevant experience may be considered as a substitute for education when combined with an associate degree in the disciplines stated above.
  • Preferred: Managerial or supervisory experience in a mid-sized governmental organization. Experience with self-insured health plans. Experience in a law enforcement agency. Possess a nationally recognized human resource certification such as SHRM or HRCI.
  • Must possess a valid Florida driver license.

Knowledge, Skills and Abilities

  • Knowledge of federal, state, and local laws, ordinances, rules and regulations applicable to human resource administration including FLSA, EEO, ADA, FMLA, COBRA, FRS and HIPAA.
  • Knowledge of and skill in the use of automated HRMS/HRIS systems such as MUNIS and business software such as Microsoft Excel, Access, Word, PowerPoint or other systems implemented by the agency.
  • Knowledge of Workers’ Compensation claims management and coordination with Third Party Administrators (TPA).
  • Knowledge of a variety of health benefits to include medical, dental, vision, disability, deferred compensation plans, and others as implemented.
  • Skill in the use of modern office equipment such as the telephone, keyboard, calculator, copier, computer software applications and printers.
  • Ability to organize and manage a high volume of diverse work, delegate effectively, and meet deadlines on an ongoing basis.
  • Ability to prepare and present complete, clear, concise and accurate oral and written communication.
  • Ability to train, direct, motivate and evaluate professional, technical and clerical support staff.
  • Ability to maintain confidentiality of employee records and actions.
  • Ability to appear and perform as scheduled for work, conferences, and other assigned tasks.
