Job description

Program Manager
$60-64/hr on W2
15+ month contract
Arlington, VA
Export Control Requirement: Due to applicable export control laws and regulations, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
You will be the operational engine behind a program spanning multiple parallel workstreams, working directly with stakeholders to turn complex, cross-jurisdictional obligations into structured, repeatable, and auditable execution. We are looking for someone who is self-directed, bias toward building mechanisms over one-off execution, and energized by bringing order to ambiguous, high-volume environments.
Basic Qualifications
- Experience in program management, business operations, chief-of-staff, or equivalent operational leadership roles
- Track record of building operational infrastructure from scratch - documentation systems, exception tracking, reporting cadences, or portfolio management frameworks
- Experience managing multiple parallel workstreams or projects simultaneously while maintaining execution fidelity across all of them
- Experience building cross-functional partnerships and influencing stakeholders to act without having a direct reporting relationship
- Strong written communication skills across audiences ranging from executives to operators to external stakeholders
- Proficiency with modern collaboration and project management tooling (e.g., Quip, Jira, SharePoint, Asana, Smartsheet)
Preferred Qualifications
- Experience managing programs across multiple jurisdictions, states, or regulatory entities
- Experience in regulated industries, public-sector programs, federal grants administration, or compliance operations
- Exposure to broadband, telecommunications, or infrastructure industries
- Bachelor's degree or equivalent professional experience
