Position Description
Position Title: Senior Director of Program Services
Reports to: Chief Programs Officer
Salary Range: $90,000 - $105,000

Summary of the Job:
The Senior Director of Program Services serves as the senior operational leader of the Programs Department and reports directly to the Chief Programs Officer. This senior leadership position is responsible for translating organizational strategy into operational excellence across Samaritan Inn's comprehensive Housing Continuum. The Senior Director provides senior leadership and oversight for Samaritan Inn's integrated continuum of homelessness, housing, and stabilization services, ensuring every individual and family experiences dignity, compassionate care, and person-centered support throughout their journey; from community outreach and Front Door Assessment through residential housing with comprehensive wraparound services to permanent housing, employment, and lasting stability. This role ensures seamless coordination across programs while driving operational excellence, organizational accountability, innovation, continuous improvement, and measurable outcomes that advance Samaritan Inn's mission of helping individuals and families move from homelessness to stability
The Senior Director ensures the organization operates as a unified housing system, driving outcomes that support long-term stability and independence.
Essential Responsibilities
  • Lead the daily operations of the Programs Division while ensuring alignment with organizational mission, vision, strategic priorities, and performance expectations
  • Translate the Chief Program Officer's strategic direction into measurable operational results
  • Ensure all programs function as one coordinated Housing Continuum focused on helping individuals and families achieve permanent housing stability, which includes whole-person services such as comprehensive case management, mental health counseling, financial education, and career development
  • Provide senior leadership, coaching, supervision, and development to directors, managers, and interdisciplinary teams while fostering accountability, collaboration, and continuous improvement
  • Oversee implementation and continuous improvement of the Front Door Assessment and Navigation model
  • Ensure consistent, high-quality resident services using trauma-informed, motivational interviewing, and person-centered practices
  • Monitor program performance using KPIs, dashboards, Salesforce data, quality assurance reviews, and resident outcomes
  • Partner with the Executive Leadership Team, including the Chief Program Officer, on strategic initiatives, organizational change, accreditation, and program expansion
Leadership Responsibilities
  • Coach, mentor, and develop program leaders
  • Establish clear performance expectations and accountability
  • Lead succession planning and leadership development
  • Promote a culture of dignity, respect, collaboration, innovation, and operational excellence
Financial and Compliance Responsibilities
  • Assist in development and oversight of program budgets
  • Ensure compliance with grants, Funding entities, Continuum of Care, contracts, policies, and regulations
  • Support resource allocation and operational planning
  • Identify opportunities for efficiency and continuous quality improvement
Decision Making Authority
  • Exercises independent judgment regarding program operations, staffing recommendations, operational priorities, workflow improvements, quality initiatives
  • Day-to-day leadership decision consistent with organizational policies and strategic direction
Required Education/Experience
  • Bachelor’s degree required, master’s degree preferred. Substantial senior leadership experience overseeing complex, integrated housing or human service programs may be considered in lieu of master’s degree
  • Four (4) years of progressive leadership experience in housing, homelessness, behavioral health, or human services leading team leaders
Preferred Experience
  • Experience with residential or permanent housing programs
  • Experience with HUD Continuum of Care funding, grants, and operational leadership preferred
  • Familiarity with HMIS or Salesforce systems
  • Background in workforce development or supportive services
  • Robust performance management and data-driven leadership skills
