The Division of Energy, Housing, and Community Resources (DEHCR) is seeking a passionate leader to serve as the Affordable and Supportive Housing Bureau Director. This position provides oversight of all the federal and state Affordable and Supportive programs within the Division emphasizing assistance to low to moderate income households. These programs provide a broad range of assistance and resources to address homelessness, rental assistance, home purchase, and home rehabilitation. The Division partners with local government, non-profit agencies, service providers, developers and housing authorities.

This position is headquartered at the Department of Administration State Office Building, 101 E Wilson Street, Madison, WI.
Position Summary
Under the general supervision of the Deputy Administrator this position exercises managerial authority over the Bureau of Housing. The primary responsibilities of this position are to: A) oversee the administration of Statewide Supportive Housing Programs which assist persons who are homeless and Affordable Housing Programs which assist low to moderate income households. These programs include but are not limited to: the Housing and Urban Development (HUD) funded HOME Rental Housing Development (RHD) program, HOME Tenant Based Rental Assistance program, HOME Homebuyer and Rehabilitation program (HHR), Housing Cost Reduction Initiative (HCRI), Emergency Solutions, Housing Assistance, and Homelessness Prevention Program (EHH) Grants, Housing Opportunities for Persons With AIDS (HOPWA), State Shelter Subsidy Grant (SSSG), Recovery Voucher (RV) Program, Fair Housing, HOME-American Rescue Plan (HOME ARP); B) serve as an advisor to the Administrator' and Deputy Administrator concerning housing policy and management issues; C) organize and coordinate the bureau's technical assistance resource development, program development; training, advocacy and evaluation activities D) manage and coordinate monitoring and reporting functions to assure compliance with applicable regulations including oversight of the Affordable and Supportive programs;. E) manage and direct the activities of bureau staff; including; underwriting, contract development, management, and compliance monitoring, coordinating for project set-ups, draws and fiscal management of contracts, ensure compliance with Davis Bacon, Section 3, MBE/WBE and labor standards compiling the information for timely report submission; F) manage and implement additional funding activities such as the Community Development Block Grant Coronavirus (CDBG CV) grant, State Shelter and Homelessness Grant (SSHG), and the Veterans Rental Assistance Program (VRAP).

Salary Information
Starting hourly rate for this position will be $36.50 - $61.08 per hour depending on qualifications and experience, plus excellent benefits . This position in this classification is assigned to pay schedule/range 81-01. A 2-year executive trial period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
This position is located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. DOA offers hybrid remote/office workThis position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements. This topic can be discussed in more detail during the interview process.
Qualifications

Qualified applicants will have each of the following:
  • Experience developing, implementing, and overseeing federal grant programs
  • Experience with Public, Private, and/or Business relationship management (e.g. working with federal, state funding entities, customers and vendors for inter-governmental activities, acting as point of contact, agency liaison, or similar)
  • Experience with policy development/implementation (e.g. providing input on policy recommendations to individuals or organizations, implementing policies and procedures for an organization, interpreting policies and procedures to advise managers, or similar)
  • Experience monitoring, evaluating, and providing technical assistance for federal grant programs.
  • Experience with personnel supervision and management
Well-qualified applicants will have at least one of the following:
  • Experience in the public sector specifically managing low to moderate income grant programs.
  • Experience interpreting federal and/or state laws and regulations relative to grant funded programs.
  • Experience utilizing Microsoft Office products (Outlook, Excel, & Word), and large statewide databases etc.
