Description

Primary Purpose of Position: The HCV Financial Compliance Specialist will provide technical, financial, and analytical expertise in HUD Contract payments. This position will also be responsible for utilizing a QA program that focuses not only on the quality of our program, but also fosters a "quality culture," in which all employees become actively engaged in continuous improvement.


Core Functions:

Approve rent subsidy payments to landlords, local housing authorities (PHAs) and tenants


Work with PHAs to track activity and pay subsidy for tenants that have moved to those areas


Portability Processing from PHAsย 


Monitor and Track Repayment Agreements


Set up landlord information in computer system


Generate HUDs income and tenant information system reports


Quality control of tenant certifications and HCV processes outlined in the HCV Plan


System Administrator for MyHousing Landlord Portal

Respond to landlord and tenant calls


Assist auditors with file/documentation requests during audits


Develop and update financial forms, procedures, and manuals


Stay current on internal and external policies and regulationsย 


Other duties as assigned


Working Conditions: ย Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing office hours are Monday - Friday from 8:00am to 5:00pm. A hybrid schedule may be considered, if appropriate, after 6 months employment.


Reports To: HCV Housing Manager ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย Supervises: no one


The salary range for this position is $42,589 - $60,821. ย All new employees will start at the hourly rate of $20.4754 ($42,589 annually), unless otherwise agreed to by MaineHousing. ย MaineHousing also offers a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.ย

Requirements

Education and Experience: Education and a minimum of two years of experience working in a financial role is preferred.


Certifications:ย 

Certified Occupancy Specialist (COS) Training (or within 12 months of hire)


Skills and Knowledge:ย 

Strong financial analysis and auditing skills

Strong project management, time management, and organizational skills

Strong PC skills using various software (spreadsheet, word processing, database)

Ability to establish and maintain good working relationships with business partners

Experience communicating effectively in front of groups

Excellent communication skills - oral, written, listening

Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
