Summary
About the Position: Serves as a Housing Manager reporting to the Chief Housing Division located in the Directorate of Public Works (DPW) at a large multi-mission installation.

Help
  • Provide technical housing expertise and assistance to garrison Commander/Manager and other installation staff.
  • Advise chain-of-command on all aspects of the installation housing program
  • Prepare and presents effective, accurate, and complete briefings, information, and correspondence.
  • Ensure that all aspects of the DA Portfolio and Asset Management (PAM) procedures are followed.
  • Responsible for the management of contractual agreements with the contractor(s) for multiple sites for both family and unaccompanied housing.
  • Perform periodic/scheduled surveys, audits, reviews and inspections to determine family housing conditions or requirements to evaluate work being performed under the housing contracts.
  • Provide oversight for projects annual income stream.
  • Develop and identify short and long-range plans to meet IMCOM service contract requirements.
  • Analyzes and assesses data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service, and Basic Allowance for Housing (BAH) surveys.
  • Represent the organization in installation level meetings and or at various conferences and meetings.
  • Serve as the Contracting Officer Representative (COR) responsible for oversight, guidance, fiscal policy, and control of contractor owned-government leased quarters.
  • Brief General Officers on those plans and expenditures for their residence.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes [1) interpreting housing program policies to ensure compliance with operational regulations; 2) analyzing housing-related data to create reports using office software (e.g. Word, Excel or PowerPoint) for housing availability; 3) monitoring contractor performance to ensure compliance with contract terms; 4) assisting in the oversight of budgeting for housing programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
