Security Manager - Personnel Security/Childcare Background Check Program
The Security Manager provides personnel security program support to the Bureau of Medicine and Surgery N45 Mission Assurance Office, with a primary focus on Childcare Background Check programs. This position supports the development, implementation, and oversight of suitability adjudication processes, criminal history checks, compliance tracking, reporting, and policy development in accordance with Department of Defense and Office of Personnel Management requirements.
In this role you will....
  • Develop and maintain Childcare Background Check standard operating procedures and concepts of operations
  • Support development and maintenance of a Childcare Background Check tracking database
  • Track annual certifications and five-year reinvestigation requirements
  • Prepare monthly investigation status and performance summaries
  • Support compliance reviews and policy updates
  • Additional duties as assigned
Experience Requirements:
  • Minimum five (5) years of experience supporting Department of Defense or federal personnel security programs
  • Knowledge of Office of Personnel Management suitability and fitness standards, information, and industrial security policies within federal or DoD environments.
  • Ability to develop suitability and fitness policy and manage compliance programs.
  • Demonstrated expertise in DoD/OPM suitability adjudication.
  • Familiarity with DoD childcare background check policies.
  • Experience drafting, reviewing, and revising policies, SOPs, CONOPS, and implementation plans.
  • Advanced knowledge of DoD interagency coordination, policy development, and action officer responsibilities.
  • Strong database management and reporting skills.
  • Ability to coordinate meeting minutes, action tracking, and partner engagement documentation
  • Completion of Office of Personnel Management Fundamentals of Suitability for Suitability and Fitness Adjudicators course with the last 3 years; or enroll within 60 days of onboarding
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or enroll within 180 days upon onboarding.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and oral communication skills.
Education Requirements:
  • Bachelor's degree in security studies, Criminal Justice, Public Policy, Information Security, or a related field
  • OR ten (10) years of relevant personnel security experience in lieu of a degree
Desired Requirements:
  • Prior experience supporting:
    • Navy Medicine or Defense Health Agency personnel security programs
    • Department of Defense childcare services
  • Familiarity with:
    • Navy Medicine policy coordination and staffing processes
    • Action officer responsibilities within a headquarters environment
  • Department of Defense personnel security training
  • Experience supporting childcare background check programs
  • Familiarity with adjudication policy implementation within Navy or Defense Health Agency environments
Security Clearance Requirements:
  • Active Secret clearance
Other Requirements:
  • May be required to move equipment/files weighing up to 50 pounds
  • May require sedentary work at least 50% of the time
  • Reports to a physical location which occasionally requires the ability to traverse between buildings
  • Ability to manage stress with a high degree of maturity/professionalism
  • Demonstrated critical thinking and leadership skills and the ability to work well with others
  • Effective verbal and written communication skills
