Job description

Grand Canyon University! One of Arizona's leading institutions of higher learning. Located in the Valley of Sun in the heart of Phoenix, Arizona, GCU is an institutionally accredited, private, nondenominational Christian University.
Primary Responsibilities /Accountabilities/ Essential Functions:
  • Serve as primary technical support and first point of contact for GCU Police, Guards, Dispatch, RTOC operators, and Behavioral Threat Assessment and Management (BTAM) staff for day-to-day technology needs, troubleshooting, and system access.
  • Administer, monitor, and maintain core public safety systems including Computer Aided Dispatch (CAD), CYRUN (CAD/incident and reporting management), Axon FUSUS (real-time intelligence platform), panic button technology, License Plate Readers (LPRs), closed-circuit video/camera monitoring and surveillance, secure evidence and records management systems, and the Symplicity Advocate behavioral case management system.
  • Support and help maintain the encrypted public safety 800 MHz radio system, VPN, and secure network infrastructure used by police, guards, and dispatch, coordinating with University IT Security and radio/network vendors on configuration, patching, and interoperability issues.
  • Provide first-line technical administration for the threat assessment monitoring and compliance systems used to track, tier, and report on individuals of concern, supporting the BTAM Manager's case management and mass notification workflows.
  • At direction of Police Chief, partner with the Director of Emergency Preparedness, BTAM Manager, and University IT/Security teams to build, test, and maintain the electronic threat monitoring and information-sharing (BOLO/mass notification) system developed under the TVTP grant, including client data fields, tiered risk-rating workflows, and integration with RTOC and regional Real-Time Crime Center platforms.
  • Act as the primary liaison between GCU Public Safety and the University's central IT, Information Security, and Networking teams, translating public safety operational needs into technical requirements and ensuring public safety systems meet enterprise security and CJIS compliance standards.
  • Monitor system uptime, performance, and licensing (e.g., CAD/user license capacity) for public safety platforms; identify and escalate capacity, performance, or resourcing issues before they affect operations. Coordinate installation, configuration, testing, and deployment of new hardware and software for public safety systems, including in-field/in-vehicle technology, body-worn cameras, cameras, and mobile devices used by police and guard staff.
  • Develop and maintain system documentation, standard operating procedures, and job aids for public safety technology; provide end-user training to police, guards, dispatchers, and RTOC/BTAM staff on new and existing systems.
  • Support vendor management activities for assigned systems, including coordinating service tickets, tracking warranty/maintenance agreements, and participating in vendor meetings alongside University IT and Public Safety leadership.
  • Assist in developing requests for information/proposals (RFIs/RFPs), technical requirements, and cost-benefit analyses for public safety technology acquisitions in partnership with University IT and Purchasing.
  • Support compliance with CJIS Security Policy and other applicable regulatory standards across public safety technology systems; assist in preparation for technical security audits.
  • Participate in exercises, drills, and after-action reviews (e.g., active threat exercises, tabletop exercises) to test technology, communications interoperability, and information-sharing systems, and help implement resulting improvement plan action items related to technology.
  • Track and report on technology-related performance metrics (e.g., system uptime, ticket resolution time, alert delivery rates) to support grant reporting and program evaluation requirements.
  • Maintain strict confidentiality of sensitive law enforcement, threat assessment, and behavioral health information consistent with CJIS, FERPA, and HIPAA requirements, as applicable.
  • Perform other duties as assigned in support of GCU Public Safety and the goals of the TVTP grant.

Supervisory Responsibilities
The role functions as the designated technical lead and primary escalation point for public safety technology systems, and may be assigned oversight of student workers, interns, or contract technicians as the TVTP program and grant scope grow.
Expected to exercise independent judgment in prioritizing and coordinating technical support across police, guard, dispatch, RTOC, and BTAM functions.
Experience/ Education
  • Minimum one year of experience in information technology support, systems administration, network support, or a related technical role; experience in a public safety, law enforcement, or CJIS-regulated environment is a plus but not required.
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field preferred; an equivalent combination of education, certifications, and relevant experience will be considered.
  • Working knowledge of, or strong aptitude to quickly learn, public safety technology such as CAD systems, radio networks, video management/surveillance platforms, and case management systems.
  • Familiarity with Microsoft technologies (Windows, Active Directory, Office 365) and general network/systems fundamentals (VPN, security best practices).
  • Strong customer service orientation with the ability to communicate clearly with both technical (IT) and non-technical (police, guard, dispatch) audiences.
  • Self-motivated and comfortable building new processes and relationships with limited existing infrastructure; eager to learn public safety operations and terminology.
  • Ability to maintain strict confidentiality of sensitive law enforcement and behavioral health information.
  • Must have a valid and current Arizona Driver's License.
  • Must pass a pre-employment background investigation, including fingerprinting, and be able to obtain/maintain CJIS security clearance.
