The Western Washington Market Lead is responsible to establish, grow and lead our services across the region.    In addition, the Market Lead is responsible for the financial performance, strategic direction, and operational execution of Horrocks’ business in the Seattle/Puget sound Area. This leader drives growth, ensures technical excellence, and develops talent within their business unit while collaborating with Horrocks Business Lines and Business Development teams to grow the Horrocks brand, backlog and revenue while achieving financial performance.
With support from Horrocks corporate teams, the Western Washington Market Lead is responsible for hiring, organizational health, employee development, and other key talent-related metrics in addition to financial performance. The leader is a key member of the Horrocks Washington State leadership team and will play a pivotal role in scaling the firm in the region through sound management of people, projects, and processes.
The ideal candidate is a well-connected professional with strong relationships in the Western Washington market, a track record of winning work, and the ability to build and lead high-performing teams while remaining engaged in project delivery.

What are the core responsibilities for the role?

Strategic Leadership

  • Understand and lead in alignment with Horrocks’ vision for growth in the Seattle/Puget Sound Area and the Transportation Business Line.
  • Along with the our Business Line Leads, set the direction of Horrocks’ Western Washington operations through development, execution, and leadership of a Strategic Plan.
  • Enlist and align Horrocks staff in the Seattle/Puget Sound Area in strategic, operational, people, and financial targets.
  • Actively lead and grow Horrocks’ business in the Seattle/Puget Sound Area while collaborating with and supporting other states, business lines, and practices across Horrocks.
  • Ensure projects are delivered on time, on budget, and to quality standards.
  • Optimize utilization and billability across technical teams and manage IDL and other investments in business development and growth, in partnership with the Horrocks Seattle/Puget Sound Area BD Lead and Marketing.
  • Drive integration and actionable growth plans for future add-on M&A opportunities that support the Seattle/Puget Sound Area.
  • Leverage excellent communication skills and executive presence to align, motivate, and inform staff throughout the Seattle/Puget Sound Area.
  • Experience working with WSDOT, Sound Transit, and/or other local municipalities highly preferred

Fiscal Management

  • Ensure the business meets or exceeds annual and quarterly financial targets.
  • Demonstrate strong understanding of relevant financial metrics and KPIs, with emphasis on achieving Net Service Revenue and EBITDA growth.
  • Drive a culture of strong fiscal discipline and business acumen that empowers teams to continuously improve core smart metrics such as UTE, DLM, overhead rates, and net DSO.
  • Play an active role in the annual budgeting process.
  • Directly supervise and evaluate and oversee the financial and operational performance of projects within their purview.
  • Own key financial and non-financial performance areas including safety, client engagement, staff development and retention, and cross-business collaboration.

Business Development

  • Maintain clear alignment with the strategic direction of Horrocks in Seattle/Puget Sound Area, partnering with Regional and State BD Leads on pursuit of strategic clients, wallet-share expansion, application of technology, and cross-selling.
  • Prioritize business development toward markets, clients, and projects with the greatest potential for sustainable growth in revenue, earnings, and talent for Horrocks in the Seattle/Puget Sound Area.
  • Encourage business development professionals to pursue opportunities that reflect the size and collective capability of Horrocks.
  • Drive long-term organic growth in backlog, revenue, and earnings.
  • Bring strong community advocacy for sustainable infrastructure development and ensure the team is active in client engagement, industry participation, and thought leadership.

Company and Culture Champion

  • Maintain high engagement and eNPS scores among Horrocks staff.
  • Create a positive culture by listening to employees and supporting an environment of belonging and equity.
  • Be actively engaged with the Executive Leadership Team, Business Line Leaders, and other senior leaders to establish and achieve key people metrics such as headcount growth, employee engagement, career development and acceleration, and best-in-class retention.
  • Foster a culture of collaboration and promote consistent cross-functional work in partnership with other Horrocks leaders and the broader Trilon family of firms.

Qualifications, Skills, and Competencies:

Education & Experience

  • Bachelor's degree in Civil Engineering (BSCE) OR Master's degree in Civil Engineering (MSCE)
  • Professional Engineer (PE) license strongly preferred
  • Extensive professional experience including at least 15 years leading an engineering based consulting organization offering diverse services (environmental, facilities, transportation, water, etc.), or leadership experience within an operational or business development unit in such an organization.
  • Demonstrated track record of business success based on recognized industry metrics.

  • Excellent managerial and financial skills with the ability to take ownership of Horrocks’ Seattle/Puget Sound Area business while leading with a People First mindset.
  • Outstanding communication skills, including the ability to engage with internal and external stakeholders, political leaders, regulators, and media.
  • Highly developed strategic-thinking, financial, analytical, and problem-solving skills; financially disciplined and metrics-driven.
  • Demonstrated history of managing a P&L, leading a division, and/or overseeing multiple large projects or programs, with a clear understanding of levers for profitable growth.
