About the Position Helping Detroiters remain safely in their homes and strengthening neighborhoods are core goals of Jefferson East, Inc. The Manager of Home Repair and Resiliency is responsible for overseeing the Detroit Home Repair Fund (DHRF) and conducting inspections for the Energy Efficiency Assistance (EEA) Program. This position conducts home inspections, develops scopes of work, and ensures all repairs meet program requirements, building codes, and funding guidelines. The Manager is responsible for contractor oversight throughout the construction process, monitoring project progress, addressing field issues, reviewing change orders, and ensuring work is completed according to the approved scope of work. The Manager conducts quality control inspections and final post-inspections to verify that repairs are completed properly and comply with all program requirements. This position works closely with the Director of Resilient Homes, Home Repair Coordinator, contractors, and homeowners to ensure projects are completed on time, within budget, and to program standards. This is a field-based position requiring frequent site visits and knowledge of residential construction, home repair, and energy efficiency measures. The Manager will also work closely with JEI leadership to build and launch a new Commercial Property Owner/Retail Tenant Energy Efficiency Upgrade Program. This Program will conduct energy audits of commercial structures, make recommendations for energy efficiency improvements, and assist property owners/tenants in applying for DTE’s Commercial Energy Efficiency Incentives. Over the past two years, JEI has invested more than $4 million in home repairs, energy-efficiency measures, and health and safety improvements across more than 250 Detroit homes. Building on this strong foundation, JEI is expanding its residential programs and developing new strategies to reduce energy costs for both households and neighborhood-serving businesses. The Manager will play a central role in sustaining the quality of JEI’s existing work, increasing the number of residents served, and helping implement the organization’s next generation of energy-resilience initiatives. Rising household energy costs make this work increasingly urgent. Since 2020, average residential electricity prices in Michigan have increased by nearly 19%, while residential natural-gas prices have risen by approximately 31%. For Detroit residents living in older homes, these increases are often compounded by aging heating and cooling systems, inadequate insulation, air leakage, inefficient appliances, and deferred maintenance. Through home inspections, scopes of work, contractor oversight, and energy-efficiency improvements, the Manager will help reduce household energy burdens, improve health and safety, and support the long-term ability of Detroit residents to remain in their homes.Position Duties & ResponsibilitiesOverall Program Management & Operation -Support oversight of JEI’s contracts to deliver services via DTE’s Energy Efficiency Program, the Detroit Home Repair Fund (DHRF), and the MSHDA MIN home repair program.-Prepare grant reports for funder meetings.-Meet with program administrators and funders to provide program updates.-Support the Director with onboarding contractors.Contractor Interphase-Responsible for all DHRF and Energy Efficiency inspections, awarding jobs to contractors, reviewing estimates, and conducting post-inspections. -Must be able to create scopes of work for vendor bids. -Manage contractor selection, vetting & bidding process, and ensure alignment with JEI’s Procurement Policy. -Ensure contractor work aligns with project specifications and quality standards.Leadership & Divisional Growth-With Director of Resilient Homes and CRO (Chief Resilience Officer), work to create a strategic plan for program growth and expansion.-Ensure compliance with applicable federal, state, and local laws, regulations, codes and/or standards, surrounding JEI’s Home Repair work.-Represent JEI at key partner meetings with the city of Detroit, State of Michigan, Detroit Home Repair Fund and other relevant agencies.-Research potential new funding sources and work closely with JEI’s grant writer to apply for new home repair resources.-Work with the Director of Resilient Homes, the Senior Manager of Neighborhood Resilience and the CRO to develop JEI’s new Commercial Property Energy Efficiency Upgrade Program.-Assist with data collection & management for housing programs.Our Ideal Candidate Builds Relationships: You build trust and easily form relationships (can relate to corporate, community and city representatives). Prioritizing time and resources efficiently, you ensure all work is completed promptly and provide the Director with clear and consistent weekly updates. Sound Judgment: You can interpret and apply policies in a manner consistent with organizational mission and philosophy, ability to make reasoned decisions, even in the face of limited or conflicting information. Trustworthy: You maintain privacy and confidentiality of all homeowner information given.Education & Professional Certifications-Associate or Bachelor’s degree or equivalent work experience-Building Performance Institute (BPI) Certification (Required)Experience-2 to 5 years of experience in home repair, housing revitalization, energy efficiency, accessibility modifications, or homeowner services. -Strong understanding of home repair needs, energy efficiency, and health and safety issues in homes. -2 to 3 years of experience managing housing, home repair, or energy efficiency programs. -Experience with field operations, site inspections, scopes of work, contractor coordination, and project oversight. -Experience with grant reporting, program requirements, and funder updates. -Experience working with homeowners, community partners, and contractors. -Experience with community outreach, engagement, and housing program communication.Qualifications -Understanding of housing challenges within urban neighborhoods.-Ability to work with diverse stakeholders, including nonprofits, contractors and local agencies. -Strong project management skills, including managing competing priorities and meeting deadlines. -Highly motivated, with proven capacity to work independently, take initiative, and thrive in high-paced entrepreneurial environment. -Flexible, with availability to work a weeknight and occasional Saturdays. -Proficient in MS Office (Word, Excel, Power Point). -Experience with G-Suite for Nonprofits. -Experience in nonprofit service organization is desirable. -Ability to develop expertise in Salesforce Sage, CRM, ProntoForms, True Context, ETO, SDP, IGX,SnuggPro and OIT and all other relevant partner databases. -Conversational ability in Arabic a plusCompensation & Benefits -$60,000-$65,000 -Benefits include a 4% 401k Match, Healthcare, Vision, Dental, and Long-term disability.
