Location: New York / New Jersey (Hybrid – Remote, Field & Office-Based)
Employment Type: Full-Time (Contract-to-Hire Track)
Initial Classification: Independent Contractor (1099)
Target Contract Duration: 3–6 Months (Initial Contract Phase)
Annual Salary Range: $50,000 – $75,000 annually (Based on experience, demonstrated capability, and technical proficiency) 

Job Summary
We are seeking a highly organized and experienced professional to support both project execution and government contracting/proposal functions for construction and facilities-related projects across New York and New Jersey.

This hybrid role is ideal for someone who can manage the full lifecycle of government-funded projects—from identifying opportunities and submitting compliant bids to overseeing field execution. The position requires a strong understanding of public agency processes, construction operations, and contract compliance, along with the ability to operate in a collaborative, cloud-based (Google Workspace) environment.

Key Responsibilities
Government Proposals & Contracts
  • Identify and pursue opportunities with government agencies (NYCHA, SCA, PANYNJ, etc.)
  • Prepare, organize, and submit compliant proposals and bid packages
  • Organize quantity takeoffs and coordinate cost estimating
  • Utilize the NYC PASSPort system for vendor management, submissions, and contract tracking
  • Draft, review, and manage contracts, subcontracts, and related documentation in a shared digital environment
  • Coordinate bid processes, including pre-bid meetings and walkthroughs
Contract & Compliance Management
  • Monitor full contract lifecycle (awards, modifications, closeouts)
  • Ensure all documentation is maintained and organized within Google Drive-based systems
  • Identify risks and implement mitigation strategies
  • Collaborate with finance teams on budgeting and cost tracking
 Other Responsibilities
Project Management & Field Operations
  • Manage multiple construction and renovation projects from initiation through completion
  • Conduct site visits to assess scope, conditions, and project requirements
  • Coordinate subcontractors, vendors, and internal teams
  • Track project schedules, budgets, and deliverables using shared systems (Google Sheets, project tracking tools)
  • Ensure compliance with contract specifications, safety standards, and agency requirements
  • Serve as the primary point of contact for clients, agencies, and stakeholders
Qualifications
  • Bachelor's degree in Construction Management, Civil Engineering, Business, or a related field required.
  • Proven experience in construction project management and/or government contracting

  • Strong familiarity with the NYC PASSPort system
  • Ability to manage both field operations and administrative/contract functions

 Technical Skills
