Position Summary:

The Business Data Analyst II will support the Department of Energy (DOE), Office of State and

Community Energy Programs (SCEP), Home Energy Rebates program. The Home Energy Rebates

program delivers formula funding to states and communities to lower household energy costs through

whole-home efficiency retrofits and electrification of appliances and equipment.


The Business Data Analyst II will provide data review, analysis, reporting, and tool development in

support of the SCEP portfolio. This role works across the SCEP office to support the office-wide build-

out of shared data tools and reporting infrastructure while delivering program-specific analytics for Home

Rebates. A core function of the position is building tools from scratch and turning complex program and

financial data into clear, visually compelling products that help federal staff make key decisions. This role

works directly with the DOE Home Rebates federal team and within a functional team of similar experts

to support the office more broadly.


Specific requirements and responsibilities include:

- Design, build, and maintain data tools, dashboards, and reports from scratch using Power BI,

Excel, and Microsoft Access, integrating data from multiple DOE and program sources.

- Translate complex programs, budget, and performance data into clear, digestible, and visually

appealing formats that support federal decision-making.

- Support SCEP office-wide build-out of shared data tools and reporting infrastructure,

collaborating across programs to standardize data and reporting processes.

- Deliver program-specific analytics and reporting for the Home Energy Rebates program,

including budget, spend plan, and performance reporting.

- Lead data efforts in system modernization projects, including data synchronization, establishing

data reporting processes, and leading data quality efforts.

- Identify and resolve data gaps, exceptions, and quality issues; develop Standard Operating

Procedures (SOPs) and business and functional requirements.

- Develop management-level reports, briefings, case studies, and presentations for SCEP leadership

and the federal team.

- Perform ad hoc reporting and analysis in response to program and leadership needs.

Requirements:

Minimum Required Qualifications:

- Bachelor of Science or Bachelor of Arts in business administration, accounting, public

administration, data analytics, or a related discipline. Four (4) years of relevant

education/experience may substitute for the Bachelor’s degree.

- Minimum of eight (8) years of relevant experience. A Master’s degree may substitute for two (2)

years.

- Demonstrated expertise in Power BI, Microsoft Excel, and Microsoft Access, and other data

integration and visualization tools.

- Demonstrated ability to build data tools, dashboards, and reports from scratch.

- Demonstrated experience making complex information digestible and visually appealing to

support decision-making by senior or federal staff.

- Demonstrated experience working across an entire office or organization to support office-wide

tool build-out, while also delivering on program-specific responsibilities.

- Demonstrated ability to manage multiple projects simultaneously and work independently and

cross-functionally.


Preferred Qualifications:

- Master’s degree in a related discipline.

- Experience supporting the Home Energy Rebates program (HOMES and/or HEEHR).

- Experience supporting SCEP or the Department of Energy.

- Familiarity with DOE systems.

- Experience developing SOPs and data reporting processes for system modernization efforts.
