Job description

Position Summary Research, compile, analyze and evaluate data and prepare reports for an assigned area using automated systems and tools; apply critical thinking techniques to plan, assess and execute statistical methods for problem solving using program specific data and analysis; evaluate and study specified problems. Essential and Supplemental Functions ESSENTIAL FUNCTIONS: Essentialfunctions may include, but are not limited to the functions listed below. Mustbe able to perform the essential functions of the job with or without areasonable accommodation. Develop practical procedures necessary for the collection, scanning, filing, and management of program data and/or project information; analyze the validity of program data and ensure the accuracy and completeness of the data and /or project information maintained in the program's automated systems.

Apply quality assurance techniques to systems that are configured to capture, store, and transmit data; Establish, maintain, and update quality assurance techniques for vetting data and information. Quality assure work products and results to certify data integrity and validity. May develop, recommend, and implement a variety of long- and short-range plans, programs, filing systems and special projects aimed at the improvement of activities within assigned area.

Apply analytical techniques for the systematic extraction of information from large data sets. Establish and test hypotheses to draw conclusions from programmatic data. Prepare and submit reports or statistical summaries on assigned area of data or information analysis.

Compute and generate detailed statistical reports for management and staff review and to meet governmental reporting requirements. Respond to information requests from management and various information users; provide end users with a wide variety of reports and data to enhance their ability to respond effectively to their needs; and provide accurate and relevant information in a timely and professional manner. Communicate information to management for effective evaluation of program operations.

Prepare and submit reports, maps, and statistical summaries on financial, operation, and data analysis topics. Maintain data files in basic automated tools designed for end-user use, assuring that the information input to the system is as accurate as possible; extract and analyze data for assigned projects; generate detailed and statistical reports using end-user tools for management and staff review and to meet governmental reporting requirements. Perform basic technical tasks in support of the maintenance and use of the area's automated systems.

Create basic systems to track and report program/project data. Act as a liaison between assigned area staff and the Information Systems Division for technical services and problem resolution. Receive and analyze requests for desktop computer services for assigned area and coordinate with staff members to fulfill installation or set up requests.

Participate and assist in the development and implementation of automation projects. Assist with administrative support and customer service as needed. Assist in the implementation of goals and objectives; implement approved policies and procedures.

Attend meetings, prepare correspondence, memoranda, documentation and presentation materials for meetings; disseminate information to City staff. Analyze division and business operations including review of administrative and operational policies and procedures. Analyze management systems to determine efficiency and effectiveness of current data filing, storage, analysis and retrieval.

Develop, recommend, and implement a variety of long- and short-range plans, programs, filing systems and special projects aimed at the improvement of activities within assigned area. Plan and provide training for end users on existing automated application systems in assigned area. May select, train, motivate and evaluate division personnel; provide or coordinate staff training; work with employees to correct deficiencies.

Test and evaluate operations of hardware equipment and functions. Ensure data record retention schedules are defined, adhered to, and updated as need. SUPPLEMENTAL FUNCTIONS: Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of automated data systems.

Perform Division related activities and duties to contribute to program goals and objectives as required. Perform related duties and responsibilities as required. May assist with administrative support and department/Division related customer service activities and duties as needed.

Minimum Education, Experience And Additional Requirements Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Bachelor's degree from an accredited college or university in business, information systems, mathematics, social sciences or related field; and Five (5) years of data collection and maintenance, research, analysis, assimilation, statistics and report preparation experience; and To include two (2) years of evaluating program data to form conclusions and make recommendations. ADDITIONAL REQUIREMENTS: Possession of a valid Driver's License.

Possession of a City Operator's Permit (COP) within 6 months from date of hire. Working Conditions Environmental: Office and field environment; exposure to computer and equipment. Physical: Essential and supplemental functions may require maintaining physical condition necessary for sitting or standing for prolonged periods.
