Duties * Serves as the principal budgetary advisor to senior leadership and top management personnel in maintaining balance, efficiency, and economy of operations to accomplish program objectives. * Provides executive direction based on program review and analyses of budgetary operations. * Serves as a primary technical expert on the treatment of budgetary data on forms, schedules, requests, and reports for use by the commanded organization or for use by organizational commanders and resource advisors. * Reviews, consolidates, approves, modifies, or disapproves budgetary data and reports submitted for consistency with goals, objectives, reasonableness, and accuracy. * Develops, prepares, presents, justifies, and defends analyses and summaries of budget performance. * Exercises judgment and provides advice to commanders and resource advisors to ensure efficient, economical, and balanced use of funds. * Reviews, validates, approves, and/or adjusts unit spend plans ensuring provision for "baseline" organizational expenses. * Oversees budget formulation, validation, compilation, and submission, requiring the frequent contact with commanders, resource advisors, higher headquarters (ANG/FMA), and field counterparts. * Reports unusual findings to the Comptroller and recommends actions to improve the overall operation of the budget function. * Investigates organizational efficiency and performance, assuring compliance with prescribed procedures and functions. * Performs other duties as assigned. Incumbent shall comply with the requirements of this certification program. Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - 2d Lt (O-1) GENERAL EXPERIENCE : Must possess a validated understanding of the basic principles and concepts of the budgetary process. Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material. GS-12 SPECIALIZED EXPERIENCE: Must possess at least 36 months of finance budget experiences and competencies that provided you with in-depth knowledge of financial principles and procedures; possess a comprehensive understanding of the principles and concepts of government financial budget business program requirements; experience that demonstrates your ability to process government requests for allotment of funds to assure that they conform to government regulations; and expanded experiences and training that demonstrates your ability to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures. The specialized experience must also demonstrate your ability to develop procedures to implement budgetary processes, policies and regulations issued by higher commands or agency headquarters; identify, analyze and resolve budgetary problems; interpret comptroller decisions and provide regulatory information; analyze and prepare budget reports; and brief senior level management on budget related issues. FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT: As a condition of continued employment in this GS-0560-12 position, the selected individual must obtain the appropriate certification levels for this position within 24 months after initial assignment; and, must maintain the position's continuous training and education studies, as identified for each certification level, during the defined 24 month period. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs. Financial Management Certification Primary Budget Track. A subject, such as accounting, auditing, budget, finance, payroll (military or civilian), or commercial pay, is selected by a GS-0560 dual status technician employee member when first entering the financial management certification program. If the technician employee enters the position and the position's certification program is identified as Certification Level ONE, the primary track is the subject that the technician employee selects for the "Fundamentals and Operations of Budget". If the technician employee enters the position and the position's certification program is identified as Certification Level TWO, the primary track is the subject that a member selects for the "Concepts, Policies and Principles of Budget". If the technician employee enters the position and the position's certification program is identified as Certification THREE, the primary track is the Budget. Financial Management Certification Level One. Level of work requires a basic understanding of theoretical financial management knowledge, which is generally acquired through technical training schools and/or experience. Work involves standard, repetitive tasks and activities with established procedures and guidance or the application of conventional practices to treat a variety of problems in financial management. Financial Management Certification Level Two. Level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel. Financial Management Certification Level Three. Level of work requires mastery of financial management concepts, theories, and programs. Work also requires integration of major functions and coordination of plans that significantly impact mission performance or support to the warfighter. Work may require confronting the unknown, facing situations with little or no precedent, and originating new concepts or imaginative approaches without guidance from others.
