Job description

GENERAL DEFINITION AND CONDITIONS OF WORK The Budget Analyst II performs intermediate to advanced professional work in the preparation, analysis, and administration of the municipality's operating and capital budgets. This role involves working closely with departments to develop budget proposals, monitor expenditures, and evaluate program performance. The analyst ensures fiscal responsibility and compliance with the North Carolina Local Government Budget and Fiscal Control Act and helps align resources with the municipality's strategic goals.

ESSENTIAL FUNCTIONS/TYPICAL TASKS Collaborate with departments to develop and review budget requests, staffing plans, and capital proposals. Analyze financial data and departmental budget requests to identify trends, assess fiscal impacts, and develop recommendations for management review. Monitor departmental budgets throughout the fiscal year; analyze budgetary issues and develop recommendations for corrective action through budget transfers or amendments.

Assist in preparing and presenting the annual operating and capital improvement program (CIP) budgets. Partners with Human Resources to align position control data with payroll projections, ensuring precise financial modeling during the annual operating budget development process." Prepare detailed financial reports, dashboards, and decision support tools for internal and external stakeholders. Conduct cost-benefit analyses, program evaluations, and performance-based budgeting

Partner with departments by interpreting budget policies, evaluating financial alternatives, and recommending solutions to budgetary and operational challenges. Support the preparation of budget amendments and fund transfers in compliance with NC statutes. Conduct benchmarking, research, and financial research; evaluate alternatives and develop recommendations to support strategic initiatives and organizational goals.

Assist with public engagement and budget transparency initiatives. Support the training and mentoring of Budget Analyst I staff or interns as needed. KNOWLEDGE, SKILLS AND ABILITIES Strong knowledge of municipal budgeting principles and NC General Statutes (especially Chapter 159).

Familiarity with capital budgeting, fund accounting, and financial reporting. Ability to work independently on complex projects and manage multiple priorities. Strong quantitative, analytical, and problem-solving skills.

Excellent verbal and written communication skills. Proficiency in Microsoft Excel and financial systems (e.g., ERP software such as Tyler Munis). Ability to explain complex financial data to a non-financial audience

Commitment to continuous improvement and public service. Minimum Qualifications: Education: Bachelor's degree in Public Administration, Finance, Accounting, Economics, or a closely related field. Experience: At least 2-4 years of professional experience in public budgeting, governmental finance, or related fields.

Experience with North Carolina local government budgeting is strongly preferred. Certifications Preferred: Certified Budget and Evaluation Officer and/or Certified Local Government Finance Officer SPECIAL REQUIREMENTS Possession of an appropriate driver's license valid in the state of North Carolina.
