Job description

PAY RANGE: $52,285 - $104,126 annually (DOQ)
SUMMARY
This position performs duties relative to the preparation and administration of the Police Department's budget and finances, along with research and analysis of the Police Department operations. Performs responsible, accurate and timely financial, technical and administrative work directed toward improving organizational objectives. Assists with the preparation and administration of the annual Police Department budget and conducts management research to assist in the achievement of the Police Department's mission and accomplishment of its goals. The position may supervise interns and/or support staff as directed.
ESSENTIAL RESPONSIBILITIES
  • Performs duties relative to the preparation of the annual police budget and the Annual Comprehensive Financial Report (ACFR) and data collection for the Popular Annual Financial Report (PAFR).
  • Performs and monitors activities involved in reviewing, examining and evaluating proposed budgets including operating, grant, capital and special project budgets. Assists with the preparation of the proposed budget for presentation to Mayor, Council and citizens in accordance with statues regulating municipal budgets and the levying of taxes.
  • Coordinates the preparation, design, composition, calculation and publication of the Annual Police Budget document to meet the strict guidelines of the Government Finance Officers Association (GFOA).
  • Reviews budgetary reports and departmental practices and procedures to determine potential problems.
  • Monitors the Police Department's annual operating and capital improvement budgets.
  • Identifies operational problems and assesses needs of the organization. Develops recommendations for procedures and policies to improve efficiency of operations.
  • Reviews department requests. Provides support for training.
  • Assists Police Administration to identify and evaluate anticipated budgetary problems and recommends solutions.
  • Prepares and presents budget and/or financial information to various City boards and to Council.
  • Analyzes historical budgets, economic data and revenues to determine trends affecting budget needs and to provide forecasts.
  • Research and recommend all authorized Budget Amendments and Budget Transfers in an accurate and timely manner.
  • Assists with goals, objectives, policies and procedures as established by the Police Chief.
  • Assists with annual duties as required to accomplish a smooth transition to a new fiscal year. Sets up departmental accounts. Prepares financial and managerial reports.
  • Performs a wide variety of responsible administrative, statistical, technical and management duties requested by Police Chief.
  • Manage appointment calendars, including making travel arrangements.
  • Other duties as assigned

MINIMUM REQUIREMENTS
Requires broad knowledge of local government accounting and financial principals and operational/technical aspects of local government administration. This knowledge is best acquired through education to include a Bachelor's degree in Accounting, Finance or related field; a Masters in a related field or CPA is preferred. These education requirements shall be supplemented with no less than three years of applicable experience. The city of Amarillo may consider all relevant experience and education when determining minimum qualifications and establishing salary.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Understanding and knowledge of budgeting principals and practices, municipal finance and accounting, statistical methodology and financial reporting preferred.
  • Coordinate complex financial and technical applications to provide accurate data under tight time constraints.
  • Excellent computer skills: Word, Excel, PowerPoint, etc.
  • Ability to learn new software and improve processes with existing software.
  • Strong verbal and written communication and presentation skills.
  • Excellent customer service skills.
  • Ability to work with a diversified group of individuals.
  • Ability to establish and maintain an effective rapport with all levels of city management, city officials, vendors, contractors, promoters, media, community business organizations and the general public.
