Job Summary:
The North Carolina Department of Agriculture and Consumer Services is seeking a collaborative and innovative professional to support the Rural Health Transformation Program, which focuses on strengthening healthcare access in Louisiana's rural communities. The role involves collaborating with healthcare providers and technology vendors to advance digital health initiatives and improve access to quality care.
Responsibilities:
• Support statewide health technology and interoperability initiatives.
• Coordinate with providers, health systems, payers, technology vendors, and state agencies.
• Evaluate technology solutions and identify opportunities to improve healthcare delivery and access.
• Monitor implementation milestones, budgets, and project performance.
• Assist organizations participating in Electronic Health Record (EHR) modernization and interoperability efforts.
• Develop reports, recommendations, and presentations for leadership and stakeholders.
Qualifications:
Required:
• Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
• Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
• A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
• An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Preferred:
• Experience with healthcare information technology, EHR implementation, interoperability, health data exchange, or digital health innovation.
• Understanding of healthcare operations within provider organizations, health systems, health plans, or health technology companies.
• Familiarity with interoperability standards including Fast Healthcare Interoperability Resources (FHIR), Health Level Seven (HL7), Admission, Discharge, Transfer (ADT), Application Programming Interface (APIs), and health information exchange.
• Knowledge of prior authorization workflows, claims processing, Medicaid data, and healthcare analytics.
• Experience managing technology projects, vendor relationships, or healthcare transformation initiatives.
