Job description
The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections. BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. Within BHHS sits HIV Programs which oversees and coordinates the NYC Health Department's response to the HIV epidemic. HIV Programs comprise of the HIV Care and Treatment Program, HIV Epidemiology, and HIV Prevention. The Care and Treatment Program provides oversight and implements activities as the recipient of the Ryan White HIV/AIDS Program (RWHAP) Part A grant, the RWHAP Ending the HIV Epidemic (EHE) cooperative agreement, and the Housing Opportunities for Persons with AIDS (HOPWA) grant. Reporting to the Senior Program Planner and working collaboratively with the Program Planning & Compliance unit, the EHE Program Specialist will contribute to program planning and community engagement efforts; development and dissemination of research; and reporting for EHE program activities. This role will also assist on other relevant projects as needed.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Contribute to program design and development, including conducting literature reviews, program cost analyses, development of requests for proposals and other procurement approaches.
- Collaborate with internal teams on EHE program evaluation and monitoring.
- Support communication and host meetings with federal funders and external technical assistance organizations.
- Coordinate to implement virtual and in-person community engagement activities.
- Support community partnership and relationship building, including participation and attendance at relevant community planning meetings.
- Contribute to the development and management of EHE research/evaluation projects.
- Support any grant writing and submission efforts.
- Interpret and disseminate findings through reports, presentations, and papers for publication.
- Participating in core unit activities, including funder program compliance and reporting.
- Supporting local public health response to emergencies, as directed.
PREFERRED SKILLS:
- Experience in project management and a firm grasp of public health and health/social services evaluation
- Experience with research and grant writing
- Experience with MS Office software and analytical software (e.g., SAS, R, SPSS, Excel)
- Knowledge of HIV prevention and treatment, populations most affected by HIV, HIV outcome measures, and structural determinates of health outcomes
- Strong analytical, organizational, and communication skills
- A profound appreciation for and commitment to data and program quality management
- Capacity to support and/or drive multiple projects simultaneously, maintain productivity within tight timelines, and function effectively both independently and as part of a team
- Ability to work effectively with a diverse, multidisciplinary staff, including NYC Health Department staff, service providers at external agencies, and clients/consumers who participate in community planning, engagement, and research processes.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
