Position Description

MassHealth:

MassHealth, the Executive Office of Health and Human Services, that administers the Medicaid program in Massachusetts, is looking to hire a Senior System Admin to support the Massachusetts Medicaid Management Information System ("MMIS").

POSITION SUMMARY:

This position will report to the MMIS Technical Manager and will serve as the Senior System Analyst for MassHealth's MMIS application. We are seeking a versatile AWS System Administrator/DevOps Engineer to manage, maintain, and optimize our critical Medicaid Management application environment.

This role requires expertise in traditional system administration (RHEL, WebLogic, Oracle) and modern DevOps practices on AWS. A key responsibility will be building a Proof of Concept (POC) to re-architect and rebuild the legacy application in a scalable, cloud-native AWS environment.

DETAILED LIST OF ROLE AND RESPONSIBILITIES:

  • Responsible for providing technology initiatives, support on-going release activities and POC for MMIS application transformation as System Admin/DevOps engineer.
  • Install, configure, and maintain Red Hat Enterprise Linux (RHEL) servers in AWS cloud environments (EC2 instances).
  • Administer and troubleshoot Java/J2EE applications deployed on WebLogic application servers, including configuration of JDBC data sources, connection pools, and JVM performance monitoring.
  • Provide system-level support for Oracle RDS, collaborating with DBA teams for performance tuning, backup, and recovery.
  • Monitor system performance, availability, and security using tools like Dynatrace, CloudWatch and implement robust troubleshooting procedures for application and infrastructure issues.
  • Build a Proof of Concept (POC) for rebuilding the legacy Java/J2EE application using modern AWS services (e.g., Lambda, ECS/EKS, S3), micro services to improve scalability, reliability, and cost-efficiency.
  • Automate routine administrative tasks using scripting languages (Shell, Python, Jython, WLST) to increase operational efficiency.
  • Work closely with development, testing, and operations teams to bridge the gap between development and operations, ensuring smooth software delivery and knowledge sharing.

SKILLS:

  • Proven experience as a System Administrator or DevOps Engineer managing enterprise-level applications.
  • Strong expertise in AWS cloud services (EC2, S3, VPC, IAM, CloudWatch, etc.).
  • Hands-on experience with Red Hat Enterprise Linux (RHEL) administration.
  • Proficiency in administering WebLogic application servers and supporting Java/J2EE applications.
  • Install, configure, and maintain Red Hat Enterprise Linux (RHEL) servers in AWS cloud environments (EC2 instances).
  • Familiarity with Oracle databases from a system administration perspective.
  • Experience with version control systems, specifically GitLab, and CI/CD practices.
  • Strong scripting skills (Shell, Python, etc.).
  • Knowledge of networking concepts and security best practices in cloud environments.
  • Experience or familiarity with healthcare data management and compliance standards is a plus.
  • Develop POC for migrating code base from WebLogic to JBoss, and ORACLE RDS to Postgres

QUALIFICATIONS: (Experience and Education)
• Bachelor's degree or higher in Information Systems, IT with 15+ years' experience, or equivalent in healthcare administration setting.
