Description

Essential Duties & Responsibilities:

The Code Enforcement Officer position duties will include, but not be limited to, the following:

  • Perform general administrative tasks including staffing of the public counter, answering inquires via phone or email, business license review, ordinance enforcement, and general office duties.
  • Performs permit administrative duties including, but not limited to, answering public inquiries, and acting as a liaison between the project applicant, the Township, and the community.
  • Perform physical and visual inspections of all phases of permitted new construction to ensure that building components meet provisions of building, grading, zoning, and safety laws and approved plans, specifications, and industry standards.
  • Maintains daily log of construction and inspection activities on a computer database system and compares progress reports.
  • Patrol an assigned area of the Township to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
  • Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of Township codes and ordinances; perform investigation of complaints and reports and provide recommendations for resolution.
  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
  • Prepare documentation and exhibits in support of legal actions taken by the Township, appear in court as necessary, and testify at hearings and in court proceedings as required.
  • Educate the public on International Property Maintenance Code and Township and code requirements.
  • Participate in committee work for the department and/or Township as deemed appropriate by the Chief Building and Zoning Officer and/or Township Manager.
  • Provide other services and perform other tasks as requested or assigned by the Chief Building and Zoning Officer and/or Township Manager.

Requirements

Education & Experience:

  • A minimum of a high school diploma or GED.
  • ICC certification required within the first six months of employment.
  • Requires at least three (2) years of progressive experience in code enforcement, building inspecting, or related field.
  • Consideration may be given to any equivalent combination of education, management, and/or field experience.

Necessary Knowledge, Skills, & Abilities:

The individual must possess the following skills and abilities or be able to demonstrate that they can perform the essential function of the job, with or without reasonable accommodations, using some other combination of skills and abilities.

  • Ability to maintain a good working relationship with the general public and Township officials.
  • Ability to express ideas clearly and concisely both orally and in writing.
  • Must possess a valid Pennsylvania driver's license and the ability to travel.
  • Must obtain all Pennsylvania Act 153 Child Abuse Clearances and CPR and First Aid Certifications.
  • Knowledge of zoning, housing, building, property maintenance and fire codes and related ordinances and regulations.
  • Ability to handle multiple tasks at one time, and devise solutions to immediate problems without much time for consideration.
  • Skills in operating a personal computer with a general understanding of word processing, spreadsheet preparation, database development, file maintenance, and the ability to learn other computer applications.
  • Understanding of the English Language.
