SUMMARY:
The Environmental Advisor will support MEPUSA's corporate and local operating teams by leading and maintaining environmental compliance programs for upstream oil and gas operations, with a focus on air, water, waste, remediation, emissions reporting, permitting, audit readiness, and environmental data quality. This position reports to the Director - HSE & Regulatory, is based in the Houston, TX office, and serves as a key environmental subject matter expert supporting Operations, senior leadership, Mitsui headquarters stakeholders, regulatory agencies, and business partners. The role is responsible for environmental compliance, permitting, emissions reporting, audit readiness, remediation activities, and continuous improvement initiatives that support operational excellence and regulatory compliance.
MEPUSA is a growth-oriented upstream oil and gas company backed by Mitsui & Co., Ltd. The Environmental Advisor will have the opportunity to work across operated and non-operated assets while partnering with Operations, Accounting, senior leadership, regulatory agencies, and Mitsui headquarters stakeholders. This role offers broad exposure to environmental compliance, emissions management, regulatory strategy, audit readiness, sustainability initiatives, and cross-functional business operations within a collaborative and entrepreneurial environment.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
  • Lead and maintain environmental compliance programs for upstream oil and gas operations, including air, water, waste management, remediation, chemical storage, and other designated environmental programs.
  • Lead emissions tracking, inventorying, calculations, reporting, and related data quality improvements to support monthly, quarterly, and annual reporting requirements.
  • Identify opportunities to improve environmental performance, reporting efficiency, emissions management processes, data integrity, and regulatory compliance practices through technology, analytics, and process improvements.
  • Lead preparation of air quality permits, emissions calculations, and dispersion modeling as needed for upstream facilities and operations.
  • Manage outsourced LDAR, LiDAR, OGI leak survey, AVO, and related inspection programs, including oversight of contractor work and follow-up actions.
  • Maintain working knowledge of applicable federal, state, and local environmental regulations, including Texas permitting, EPA, TCEQ, RRC, CERCLA, RCRA, USFWS, USACE, OOOOa/OOOOb, GHG, SPCC, storm water, and waste-related requirements.
  • Advise Operations and asset teams on environmental compliance obligations, permitting requirements, emission control options, facility design considerations, and air compliance documentation.
  • Serve as the environmental subject matter expert by providing strategic guidance to Operations and leadership regarding compliance risks, regulatory developments, environmental performance improvement opportunities, and business impacts.
  • Lead or support environmental site assessments, remediation projects, sampling activities, corrective action design, and site characterization efforts as needed.
  • Support environmental due diligence activities associated with acquisitions, divestitures, and new business opportunities as needed.
  • Support spill prevention, response, mitigation, remediation, agency notifications, reporting, and follow-up documentation.
  • Support development and maintenance of site facility diagrams, site inventories, equipment records, and compliance documentation for air permitting, GHG, SPCC, storm water, waste, and related programs.
  • Assume leadership of the current asset Responsibly Sourced Gas (RSG) program and support implementation for future assets.
  • Coordinate with Operations, Accounting, contractors, and leadership to support environmental reporting, compliance filings, audit readiness, and strategic environmental initiatives.
  • Support internal and agency inspections, audits, and related follow-up activities; help resolve compliance issues and assess/respond to violation notices as assigned.
  • Lead audit readiness activities, including compliance reviews, documentation assessments, corrective action tracking, and environmental data validation efforts.
  • Promote environmental awareness through recurring training and communication with field and office personnel on standard and emerging environmental matters.
  • Attend industry trade group meetings and participate in regulatory efforts as appropriate.
  • Prepare clear environmental compliance updates, audit readiness summaries, and reporting materials for senior leadership, HQ stakeholders, and cross-functional business partners as needed.
  • Serve as MEPUSA's environmental subject matter expert by advising Operations and leadership on regulatory requirements, compliance risks, permitting strategies, and environmental best practices.
  • Perform other duties as assigned to support HSE&R and environmental compliance needs.

REQUIRED SKILLS & ABILITIES:
  • Strong working knowledge of upstream oil and gas environmental compliance, with particular emphasis on GHG reporting, emissions inventorying, air regulations, Texas permitting, OOOOa/OOOOb, SPCC, storm water, waste management, and remediation programs. Demonstrates ability to interpret and apply federal, state, and local environmental rules and requirements, and prepare or support required regulatory documents and filings.
  • Ability to communicate environmental risks, regulatory developments, and business impacts to technical and non-technical stakeholders, including senior leadership.
  • Technical proficiency with emissions inventory tracking, environmental data systems, site characterization, corrective action planning, and environmental reporting.
  • Experience managing environmental contractors and field programs such as LDAR, LiDAR, OGI leak survey, AVO, sampling, inspections, monitor well installation, and remedial activities.
  • Strong planning, organizational, analytical, and problem-solving skills with the ability to manage multiple projects and deadlines accurately.
  • Ability to build and maintain effective relationships with Operations, Accounting, regulatory agencies, contractors, senior leadership, Mitsui headquarters stakeholders, and cross-functional business partners.
  • Clear written, verbal, and interpersonal communication skills with the ability to influence, advise, and explain environmental requirements across departments.
  • Ability to work independently with limited supervision while also contributing effectively in a multidisciplinary team environment.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio; ability to use internal systems and environmental databases as needed.

EDUCATION & EXPERIENCE:
  • Bachelor's degree in Environmental Science, Geosciences, Engineering, Applied Science, or a related technical field required; advanced degree preferred.
  • Minimum of 7+ years of environmental compliance experience within upstream oil and gas operations.
  • Direct Texas regulatory and environmental experience strongly preferred.
  • Demonstrated experience leading environmental compliance programs, permitting activities, emissions reporting, regulatory interactions, and audit readiness initiatives.
  • Experience serving as a subject matter expert and business partner to Operations, leadership, regulatory agencies, and cross-functional stakeholders.
  • Experience supporting or leading environmental programs related to air, water, waste, remediation, permitting, emissions tracking/reporting, and agency audits/inspections.
  • Ability to problem solve and multi-task under tight schedule constraints, work on multiple projects concurrently, manage competing priorities, and meet deadlines with strong attention to detail.
