About the Position

As a Senior Business Systems Analyst, you will support the development and delivery of technical projects that modernize the use of public health data to inform decision making. In this role, you will work with a passionate team from the Division of Epidemiology and Informatics. As a member of the Data Modernization and Informatics (DMI) team, you will collaborate with different branches of epidemiology spanning across surveillance, disease investigations, and public health response with an objective to conduct thorough analysis of epidemiological processes and produce problem hypothesis and requirements specification. The requirements specification is a key deliverable that captures business needs, provides clear direction to the implementers, and ensures alignment with partners. The Business Systems Analyst role is instrumental to implementing a multi-year roadmap to onboard legacy public health information systems and processes into modern, cloud-based technologies. This role will support a robust team of pioneering technical team members and help them to think through technical requirements and solutions using a transformational lens.

We Require

  • Three years of relevant technical experience, which includes leading business requirements analysis and specification following the latest architectural standards and systems development guidelines; and serving as a liaison between senior leadership, engineering, and business partners

  • Five years of industry experience in data engineering and data-centered solution design space

  • Bachelor's degree in Computer Science, Information Technology, Biomedical Informatics, or a closely related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis.

Other Requirements

  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona Driver's license by the time of hire

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

Job Contributions

  • Conducts thorough review of existing and new public health processes. The deliverables should include the data and systems specifications with an objective to produce a comprehensive and technology agnostic requirements specification for transformation.

  • Plays a crucial role in projects transforming epidemiological and other key public health operations and processes by leveraging capabilities of modern cloud-based Data Lakehouse platform. These are multiyear efforts to modernize public health data infrastructure supporting integration among internal and external data sources.

  • Leads business discovery sessions to analyze, define, model, and document processes and data requirements. Advise business partners on re-engineering initiatives.

  • Systematically documents specification that addresses requirements in the areas of data, workflow, end user experience. Ideate and propose non-functional business requirements such as feedback and measurement, maintenance (incident and change management) and governance.

  • Facilitates business and functional requirements review, approval and sign-off sessions.

  • Transforms requirements specification into manageable work items that clearly define objectives and deliverables, consults with technical team members for clarity on deliverables and time estimates.

  • In collaboration with business stewards, develops test execution plans to validate requirements during the design and post implementation phases. Coordinates end user testing post implementation.

  • Documents data and process flow models using tools such as Microsoft Visio. Ensures that data and process flow models are updated with the latest revisions.

  • Manages documentation, training, and system updates with partners and end users.

  • Works closely with business partners, end users and technical team members to produce training materials as part of operationalizing the processes; this will include new user onboarding, offboarding, processes for reporting incidents and requesting changes etc.

  • Acts as a steward for processes post deployment in the areas of functionality, underlying data, and quantitative and qualitative aspects of system performance. Works with business partners when changes to the existing systems and processes are required, strategically assess and scope them.

  • Work as a liaison with the business partners and organizes technical team's priorities and initiatives based on business requirements and priorities.

  • Ensures solutions meet business needs. Monitors service level objectives, provides suggestions for any enhancements.

  • Maintains professional and technical knowledge through education, benchmarking state-of-the art practices, and publications.

  • Works collaboratively with team members, shares knowledge and promotes cross-functional team development.

Working Conditions

  • This position is primarily office based with extensive computer work using various complex databases.

  • Strict adherence to confidentiality policies is required.

  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency.
