As Head of Transport Programmes, you will be responsible for overseeing the delivery and assurance of a substantial programme of transport investment. This role will ensure funding is effectively managed, investment priorities are delivered, and partners are supported to achieve successful outcomes. I am seeking a strategic leader with strong programme management, governance and partnership skills who can help maximise the impact of transport investment across York and North Yorkshire.

Reporting to the Director of Transport, you will provide strategic leadership for the Combined Authority's transport investment portfolio, overseeing the development, governance and delivery of a programme valued at more than £450 million over four years.

This is a high-profile role at the heart of one of the Combined Authority's most significant priorities. You will shape long-term investment decisions, develop robust programme governance and assurance frameworks, and work closely with local authorities, government departments and delivery partners to ensure investment delivers lasting benefits for residents, businesses and communities across York and North Yorkshire.

You will oversee a diverse portfolio of capital and revenue programmes, ensuring schemes are delivered on time, within budget and in line with funding requirements while maximising economic, environmental and social outcomes. The role will also be instrumental in securing future investment through the development of compelling business cases, funding bids and partnerships.

About You

We are looking for a strategic and commercially minded leader with substantial experience of delivering major programmes and investment portfolios.

You will bring:

  • Significant experience within transport, infrastructure, regeneration or major capital programme environments.
  • A strong track record of leading complex programmes, projects and investment portfolios.
  • Expertise in programme governance, assurance, risk management and benefits realisation.
  • Experience managing substantial budgets, business cases, funding programmes and contracts.
  • Strong stakeholder management skills, with experience in negotiating with government departments, local authorities and strategic partners.
  • The ability to provide strategic challenge, independent assurance and expert advice to senior leaders and elected representatives.
  • Proven leadership experience, including developing high-performing teams and driving continuous improvement.

You may currently be working within a Combined Authority, local government, central government, transport organisation, consultancy or wider infrastructure environment. Most importantly, you will have the credibility, strategic mindset and leadership capability to deliver complex programmes in a dynamic and politically aware environment
