Job Description: Chief Estimator

Client is a heavy highway civil general contracting firm self-performing private, commercial, industrial, and governmental site preparation, underground utilities, earthworks, and large paving projects.

We are seeking a highly accountable Chief Estimator to work with and lead our team in procuring new contracts from the various private and public clients we serve. The job involves performing site review, plan review, manual and electronic takeoff of quantities and scope review. We utilize state-of-the-art tools such as E-Takeoff, Blue Beam, HCSS estimating software and a host of other tools to accurately and efficiently estimate the cost to complete the bid submittal.

Essential Duties and Responsibilities:

• Reviews and evaluates projects for estimates and prepares information in order to select targets.

• Lead and participate in estimate strategy planning.

• Performs and oversees detailed quantity take-offs with supporting documents.

• HCSS estimating entry throughout project bid life cycle.

• Prepare cost analysis by recapitulating material, labor, equipment, subcontractor, and overhead costs incurred in heavy civil industry projects.

• Responsible for preparation of HCSS and detailed take-off spreadsheets.

• Reviews estimates and construction documents for efficiency and understands scope of work to bid.

• Attends client pre-bid meetings and job site visits.

• Maintains detailed notes and records of all verbal information disseminated by the client during pre-bid meetings and job visits.

• Must have the ability to explain details behind each estimate, including the basis of the man-hours allocated for each task and personnel resources needed to execute each task, etc.

• Maintains cost estimating tools including databases, spreadsheets, and other computer-based applications to keep updated information on past performance and industry standards.

• Determines and evaluates alternative project execution approaches based on the scope of work and the most cost-effective execution methods available.

• Maintains lines of communication between company departments, project managers, and client with regards to cost estimating activities and change orders.

• Flexibility to effectively deal with changing priorities and timelines through analytical problem-solving.

• Displays tactful, mature, and professional demeanor with well-developed interpersonal skills including the ability to work with diverse personnel.

• Lead bid review.

• Responsible for subcontractor acquisition, scope verifications, negotiations and final contract execution.

• Conduct business with 100% integrity and professionalism.

• Other duties as assigned.

Education and/or Work Experience Requirements:

• A degree in construction or civil engineering related field or commensurate experience.

• Minimum of 10 years of experience as a Lead or Senior Estimator.

• Experience estimating projects $1 to $25 million plus.

• Experience estimating a broad array of heavy civil projects such as, site preparation, mass excavation, structural excavation, large underground utility projects, storm water, road, bridge and structural paving.

• Experience with Office 365 Suite, Bluebeam, and HCSS required.
