Job description

Marketing Proposal Specialist III

HBC Engineering Company is seeking a full-time Marketing Proposal Specialist III to join its Marketing and Business Development team. This is a senior individual contributor, in-office position based at HBC's South Florida (Miami-area) headquarters. The Specialist III writes and leads proposal and interview preparation for HBC's key strategic and most complex pursuits, working closely with pursuit teams to build win strategies and with technical staff to prepare for client interviews. This is the senior rung on HBC's Marketing Proposal career path.

Job Summary

The Marketing Proposal Specialist III is responsible for writing and leading proposal and interview preparation for HBC's most strategic and complex pursuits. This role collaborates with pursuit teams to develop win strategies, leads and facilitates pursuit strategy meetings, and supports technical teams through the interview/presentation phase. The Specialist III also provides mentorship and editorial guidance to less experienced proposal staff and may support broader marketing and PR activities for the department.

Key Responsibilities
  • Coordinate, write, and lead qualifications packages, proposals, and leave-behind materials for key strategic and complex pursuits
  • Collaborate with technical staff and write, review, and edit content for clarity, compliance, and key messages
  • Work with pursuit teams to develop pursuit strategies, including providing research and industry/market intelligence
  • Organize and lead or support technical staff in the interview/presentation phase of a pursuit, including coaching presenters
  • Organize and facilitate pursuit strategy meetings
  • Support business development and client-facing teams by preparing materials for internal and external meetings, and participate in client team meetings as needed
  • Provide edits and constructive feedback to Specialist I/II and Coordinator-level staff to raise document quality firmwide
  • Ensure strong document quality control, compliance, and grammatically correct, compelling content across proposals and presentations
  • Review and help resolve document compliance issues on complex submittals
  • Coordinate marketing and public relations activities, including press releases and announcements, newsletter articles, and project/industry award submissions
  • Perform other proposal and marketing duties as assigned
Qualifications
  • Bachelor's degree in Marketing, Communications, Journalism, Business, or a related field and 5 to 8 years of relevant proposal or marketing experience; in lieu of a degree, 10 or more years of relevant experience
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint) and Adobe (Acrobat and InDesign)
  • Strong written and verbal communication skills, with the ability to engage effectively with all levels of pursuit leadership, including principals, project managers, and business development staff
  • Ability to use research and data to understand client needs and develop actionable win strategies
  • Strong attention to detail and excellent document quality control and editing capabilities, with the ability to provide edits and constructive feedback to less-experienced staff
  • Strong time management skills, with the ability to manage and prioritize multiple projects and deadlines
  • Experience stewarding proposal and sales tools and reviewing and resolving document compliance
  • Well-versed with SF-330 format and public-sector procurement processes (RFQ and RFP responses)
  • Extensive proposal development experience, including leading strategic or highly competitive pursuits
  • Extensive AEC or public infrastructure industry experience is preferred
  • Experience using AI or data analytics tools to support market and client trend analysis is preferred
  • Familiarity with Adobe Creative Suite (Illustrator, Photoshop, and CC Libraries), Asana, and AI tools such as Claude and ChatGPT is preferred
  • Understanding of design principles including layout, typography, color, and visual hierarchy is preferred
  • Working knowledge of collaborative platforms such as Microsoft Teams and SharePoint, and CRM tools such as BQE, is preferred
