Responsibilities

Job Summary: Responsible for managing the development and onsite implementation of HazMat response procedures and protocols. Ensures preparedness and swift response to emergencies such as chemical release(s); minimizing risk to Partners, communities, products, and infrastructure. Collaborates with Emergency Preparedness, Security and site leadership. Provides support for critical regulatory compliance programs related to hazardous waste, chemical management, wastewater, stormwater management and other critical compliance programs and procedures. 

Work location is flexible, can be either in San Antonio or Houston Texas


Key Responsibilities & Essential Functions:

  • Lead regional HazMat Response Managers who are overseeing operational programs on site.
  • Coach to lead a safetyfirst culture, ensuring Health & Safety expectations are fully integrated into site leadership routines, partner behaviors, and operational decisionmaking.
  • Shape regional HazMat response strategy, identifying systemic risk patterns across multiple sites and driving longterm mitigation, resilience planning, and capability development.
  • Oversee risk assessments, ensuring teams consistently evaluate chemical, operational, environmental, and process hazards and apply bestpractice mitigation frameworks.
  • Advise leaders on emerging risk trends, operational vulnerabilities, and gaps in HazMat response capabilities, recommending proactive strategies to strengthen preparedness.
  • Direct the design and execution of advanced HazMat response exercises, ensuring crossdepartment, multisite, and multiagency participation and alignment with enterpriselevel preparedness goals.
  • Lead multisite preparedness performance reviews, driving the identification of improvement opportunities and ensuring timely implementation of corrective actions across teams.
  • Oversee the development and continual improvement of training content, integrating lessons learned, emerging hazards, and updated regulatory requirements.
  • Lead and direct onscene HazMat response operations, providing commandlevel oversight and ensuring safe, coordinated, and effective tactical response to chemical events.
  • Cultivate strong relationships with external response partners, leading joint planning, capability assessments, and integrated preparedness initiatives.
  • Communicate investigation outcomes and strategic recommendations to senior and corporate leadership, influencing longterm safety and operational policies.
  • Manage the sitewide strategy for HazMat response equipment readiness, overseeing the specification, placement, maintenance, and compliance of PPE, alarms, spill kits, firstaid systems, and specialized response equipment.
  • Partner closely with Safety, Security, HR, Maintenance, and Operations leaders to align local practices with enterprise safety strategies and emerging threats.
  • Oversee monitoring and assessment of emergent hazards, ensuring timely risk assessments and proactive protective actions across the site.
  • Ensure HazMat Response Plans meet full regulatory compliance with all local, state, and federal hazardous materials requirements (OSHA, EPA, FEMA, Local AHJ’s and other regulatory bodies).

Qualifications & Key Requirements:

Leads supervisors and/or less experienced professionals (2 or more) who exercise latitude and independence. May lead one or more teams or departments, making decisions based on business objectives and allocated resources, ensuring adherence to budgets, schedules, work plans, and performance requirements. Establishes operational objectives and work plans, and delegates assignments. Executes and modifies company policies, implementing new standards, products, processes, and mid-term business plans for assigned unit(s). Directs team to complete objectives-oriented assignments by looking beyond existing methodologies and implementing strategic policies to resolve complex issues with significant cross-functional impact. A portion of time is normally spent performing individual tasks related to the group/function.

Erroneous decisions or failure to achieve goals will result in critical delays in schedules and/or group operations which may jeopardize overall business activities.

Exercises supervision in terms of costs, methods, and staffing. Responsible for hiring, firing, and performance/pay reviews. 

Work Experience:


Knowledge/Skills/Abilities:

  • Advanced knowledge of HazMat response protocols and regulatory requirements (OSHA, NFPA, EPA and Local AHJ’s).
  • Sense of urgency and commitment to protect the safety of partners, our assets, vendors, contractors and the community.
  • Ability to understand regulatory requirements, effectively partner with local regulatory authorities, protect confidential information and as needed provide clarity and alignment to rules and expectations.
  • Ability to analyze information, build new processes and solve problems.
  • Ability to remain calm and lead in high-pressure situations.
  • Excellent communication, training, and organizational skills.
  • Advanced proficiency with Microsoft Office Suite and incident reporting systems.


Education:

  • Bachelor’s/master’s degree in emergency management, occupational health & safety, or related field preferred and/or work experience leading successful projects and coaching/mentoring others in a group or team/department. Completion of H-E-B leadership programs where applicable.

Licenses/Certifications:

  • Certification in HAZWOPER, ICS, Emergency Response and similar credentials preferred.

Physical Demands & Working Conditions:

  • Function in a fast-paced, industrial environment
  • Travel by car or plane with overnight stays
  • Ability to walk and stand for extended periods in a warehouse environment
  • Must be able to lift up to 50 lbs and wear appropriate PPE when needed
  • Work extended hours; Available 24/7 for on-call support during emergencies, including evenings, weekends, or holidays
