Job description

Overview

As a Business Analyst, you will support the System Planning and Operational Design division by analyzing operational and planning data, improving business processes, and developing recommendations that enhance service performance. You will partner with planning, operations, technology, and other stakeholders to ensure the accuracy, integrity, and timely delivery of operational and customer-facing transit data.

In this role, you will contribute to service design, scheduling, and continuous improvement initiatives by providing data-driven insights, supporting cross-functional collaboration, and helping translate business needs into effective operational and technical solutions.

Essential Duties

Key Responsibilities:

  • Develop, maintain, and automate reports, dashboards, and analytical tools that support planning, scheduling, and operational performance monitoring. Partner with internal teams to promote data accuracy, consistency, and usability across agency systems.
  • Gather, document, and analyze business and functional requirements related to service planning, scheduling, and operational systems. Translate business needs into practical technical and operational solutions.
  • Collaborate with stakeholders to implement schedule changes, route modifications, stop improvements, and other service updates. Ensure timely and accurate updates to planning systems and downstream operational datasets, including HASTUS, AVL, GTFS, and related platforms.
  • Conduct operational, financial, and performance analyses, including monitoring key performance indicators (KPIs) and generating actionable recommendations to improve service efficiency, quality, and adherence to agency standards
  • Create and maintain documentation for business processes, workflows, data integrations, and system requirements. Identify opportunities to improve processes, strengthen data quality, and enhance technology solutions.
  • Support the testing, validation, and troubleshooting of data and systems to ensure seamless integration between planning, scheduling, and operational technology platforms.
  • Facilitate cross-functional discussions, build alignment among stakeholders, and communicate findings, recommendations, and analyses to leadership, internal teams, and external partners.
  • Perform other duties of a similar nature or level.
Requirements

Minimum Qualifications

  • Bachelor's degree in Urban Planning, Business, Information Technology, or a related field.
  • Two or more years of experience in business analysis, operational analysis, data analytics, or planning , or related field within transit agency, public agency, or complex operational environment.
  • Experience working with public transit operations or within a public agency environment. 

An equivalent combination of education and experience sufficient to successfully perform the job duties will also be considered. 

Knowledge Requirements

  • Transit service, scheduling, and operational planning practices.
  • Business process analysis, workflow design, and requirements gathering methodologies.
  • Data management, performance measurement, and KPI development.
  • Systems integration, data validation, reporting, and information management processes.
  • Procedures for handling confidential and sensitive information.
  • Data analysis tools such as Python, R, SQL, or similar technologies.

Preferred Knowledge and Skills

  • Master's degree in Urban Planning, Business, Computer Science, Information Technology or related field.
  • Familiarity with HASTUS, HASTUS OIG/d programming, Remix, or other transit planning and scheduling systems.
  • Experience designing, tracking, and analyzing operational KPIs.
  • Understanding of transit data models, scheduling complexities, service optimization strategies, and operational performance measurement.

Working Conditions

Hybrid telework may be available. Availability is at management discretion and may not be available for this position based on the nature of the work. Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
