Harbor Master Dock Master Jobs (NOW HIRING)

Come and join the Town of Carolina Beach at our exciting new position, working past the end of our 'normal' tourist season assisting those relocating their vessels from North to South for the winter months. Carolina Beach has one of the most highly rated mooring fields on the entire Eastern Seaboard! This position will support the harbor and marina activities and is Seasonal, with the season running from approximately April through December. This position will work an estimated 20 hours per week mostly on evenings, nights, Holidays and weekends.

An employee in this class performs a variety of administrative, operational, and customer service tasks in support of the Harbor Master program. Work involves performing a wide variety of mid-level administrative and/or program support duties which require a thorough knowledge of functions, use of considerable judgement and independence of action. Work is performed under the general direction of the Harbor Master and performance is evaluated on the basis of attainment of specific performance objectives, accuracy of work, personal observation, feedback from managers of departments, and customer feedback. Work will include evenings and weekend/Holiday work.

• Assists in the administration of the Town's mooring and marina program; monitors activities of license agreements, reservations, verifications of insurance, payments, verification of payment in Dockwa and related activities
• Bring forward ideas for new solutions, resources and technologies for providing the delivery of harbor services to the boating public
• Assist with on-water patrol activities related to moorings and enforcement of the Town's harbor codes, regulations and ordinances; investigate and report violations
• Answer questions and provide information to residents, boat owners, and visitors to the harbor; receive and investigate complaints
• Maintains log with number of vessels utilizing the Marina, logs issues that may have come up and any pertinent information that needs to be passed along to Harbor Master
• Coordinate with Town Departments, county, state, and federal stakeholders
• Operate marina equipment and watercraft in a safe manner
• Maintains and ensures all recordkeeping is kept in an accurate manner
• Greets arriving boaters and assists as necessary in safely berthing their vessels during normal working hours. Maintain daily contact with visiting boaters to ensure their requirements are responsively addressed
• Assists vessels with scheduled pump-out
• Regularly and predictably attend work
• Perform related duties as assigned

• Demonstrated ability to interact effectively and professionally with other Town staff, boaters and the general public.
• A basic understanding of marina operations to include the operation of both sail and powered vessels.
• Demonstrated ability to make decisions with little or no supervision, and ability to utilize leadership chain to gain information.
• Ability to physically perform manual work associated with marina operations under varying weather conditions.
• Computer skills necessary to ensure required marina operations data is properly recorded and saved for reporting purposes.
• Familiarity with basic marine weather phenomena including wind, tide, and current factors affecting safe operations.
• Proficiency in VHF voice radio procedures and protocols;
• Ability to follow oral and written instructions.
• A basic understanding of applicable Federal, State and local laws, and Town codes, ordinances and regulations related to patrol operations and enforcement activities of the harbor;
• Effective customer service principles and practices;
• Ability to resolve conflicts in a skillful and productive manner;
• Marine construction tools, materials and maintenance methods; and
• Knowledge of record keeping and reporting procedures.

Physical Requirements

Work is generally medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Employee must be able to perform such activities including climbing up and down ladders, swimming, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling, talking, hearing, and performing repetitive motions. Employee is required to have close visual acuity to prepare and analyze data and figures, operate a computer terminal, perform reading, operate a motor vehicle, operate an engine propelled watercraft, perform inspections, and use measurement devices. Vocal communication is required for responding to inquiries, speaking on the telephone, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information above normal spoken word levels. Shouting over loud noises or at medium distances may be required. Employee must have the visual acuity to distinguish people and objects in the waterways, both in and out of the water, with eyesight correctable to 20/40. Visual acuity is also required to inspect small defects or parts, operate equipment, vehicles and watercraft, and use measurement devices. Employee must have the stamina to work for extended periods of time outdoors and in emergency situations.

Working Conditions

Work is performed primarily in outside environmental conditions in a boat, in extreme heat, constant sun, wind, blowing conditions, cold and rain. Employee is subject to noise which requires shouting in order to be heard above the ambient noise level or to overcome the sound of waterway conditions. Employee is subject to workplace hazards including open water, walking on uneven grounds, proximity to moving mechanical parts and equipment, exposure to chemicals, oils, fuels, and potential for blood borne pathogens, prolonged exposure to the sun, wind, and ocean environment. Employee is subject to atmospheric conditions that affect the respiratory system of the skin including oils and greases. Duties may expose the employee to conditions that may be subject to the final standards of OSHA blood borne pathogens policies. Use and wearing of personal protective equipment is required. This position has been deemed safety sensitive.

Graduated from an accredited High School or GED equivalent. Minimum age 18 to apply. Experience

• A minimum of three (3) years of boating experience in either sail or power vessels, completion of a U.S. Coast Guard approved Safe Boating Course is preferred.
• A minimum of six (6) months of work experience involving a high level of public contact including experience dealing with the public in an enforcement or customer service capacity.

• A valid North Carolina driver's license
• Employee required to successfully complete the NIMS course work applicable to the position within one year.
• Immunization against bloodborne pathogens is indicated for this position
