Position Overview:

The Principal, Program Management, Earned Value Management (EVM) plays a critical role in ensuring program excellence through disciplined planning, baseline development, and ongoing EVM compliance for Programs. This position will support the Spectrum Superiority Sector via the Boots organization to help ensure that highvisibility programs are maintaining an Earned Value Management System (EVMS) aligned with corporate standards and customer requirements. This role will provide handson support for program startup, baseline development, earned value training, surveillance activities, Integrated Baseline Reviews (IBRs), monthly DECM compliance, and ongoing EVM execution. The Senior analyst will partner with Program Management, Finance, Control Account Managers (CAMs), Engineering, and Scheduling to drive accurate performance measurement, facilitate surveillance activities, and promote EVM best practices across the organization.

This role requires deep technical proficiency, strong cross-functional collaboration, and the ability to support programs from initial startup through execution and sustainment.

Essential Functions:

  • Lead the implementation and maturation of EVMS processes during program startup, including development of the Performance Measurement Baseline (PMB) and integration of cost and schedule data.
  • Provide structured EVM training and mentoring to Control Account Managers (CAMs) and program personnel; develop training materials and promote continuous improvement.
  • Coordinate and support internal and external EVM surveillance activities, including joint customer reviews, internal assessments, and related compliance efforts.
  • Facilitate preparation and execution of Integrated Baseline Reviews (IBRs), working with program teams to ensure highquality documentation, readiness, and followthrough.
  • Conduct monthly DECM (DataDriven EVM Compliance Metrics) assessments and support corrective actions to maintain compliance with ANSI/EIA748 and customer guidelines.
  • Perform monthly EVM analysis checks, including variance review, trend analysis, data validation, and reporting of cost and schedule performance metrics to ensure compliance.
  • Partner closely with Scheduling to ensure cost/schedule integration best practices and ongoing integrity of the Integrated Master Schedule (IMS).
  • Support customer interactions, audits, briefings, and executivelevel reporting by presenting clear, concise, and actionable performance insights.
  • Serve as a subject matter expert on earned value policy, industry standards, and process improvement initiatives and implementation of corrective actions.

Qualifications:

  • Bachelor's Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.

Preferred Additional Skills:

  • Minimum 10+ years of direct Earned Value Management experience on government or complex development programs.
  • 8+ years demonstrated experience with EVMS startup, baseline development, surveillance, IBRs, and monthly EV reporting.
  • 8+ years strong working knowledge of ANSI/EIA748 compliance guidelines.
  • +5 years' experience conducting DECM checks, variance analysis, data validation, and performance metric development.
  • +5 years' experience with EVM tools such as Cobra, Empower, or comparable systems, as well as Microsoft Excel and scheduling tools (e.g., Microsoft Project or Primavera).
  • Strong communication skills with the ability to explain complex concepts to CAMs, technical teams, and senior leadership.
  • Proven ability to work collaboratively across functions, manage multiple priorities, and maintain high attention to detail.
  • Demonstrated ability to support multiple programs and adapt to evolving customer requirements.
  • Experience supporting DCMA or customer joint surveillance reviews and internal surveillance activities.
  • Experience working in aerospace, defense, or government contracting environments.
  • PMP certification, EVMS certification and/or formal ANSI 748 training.

In compliance with pay transparency requirements, the salary range for this role in California and New Jersey is $153,000 - $284,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
