Job description

Key Responsibilities:
  • Coordinate with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements.
  • Facilitate the minimization of project delays by providing technical reviews and recommendations when requested within predetermined timeframes.
  • Research codes, guidance, policies, procedures, processes, criteria and Federal laws and regulations and provide sound technical recommendations both verbally and in writing.
  • Apply innovative technical principles, practices and theories to the resolution of technical issues.
  • Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
  • Coordinate and facilitate meetings, make recommendations based on project requirements, coordinate workflow processes, schedule/coordinate plans of actions and milestones (POAMs) and effective communicate findings to project personnel. Provide written minutes for all meetings.
  • Review technical reports, RFIs, designs, design changes for both design-build and design bid build projects, project deliverables, submittals, cost proposals from contractors, etc. to ensure compliance with customer and RFP requirements.
  • Provide technical support for the review of the commissioning plan, design and construction submittals, and field inspections.
  • Provide technical support for the construction field activities.
  • Provide summary of accomplishments during weekly meetings and in a prepared monthly status report.
  • Field investigations are excluded.

Deliverables:
  • Weekly reports documenting work completed, field support, project status, issues, and photos.
  • Written comments and recommendations for on-site conditions and inspection findings.
  • Cost estimates and project documentation, including proposals and scopes of work.
  • Briefings and presentations to senior management and project teams

Requirements
  • Be a United States citizen.
  • Have a security clearance - SECRET (TIER 3) (preferred) or must be able to obtain interim security clearance prior to onboarding.
  • Be a graduate of an accredited Engineering college curriculum (four [4]-year degree minimum) with a bachelor's degree in civil engineering AND have a minimum of six (6) years of Design Management and/or Design experience performing tasks identified herein
  • Have a U.S. Professional Engineering Registration (P.E.) in the civil discipline or their U.S. Professional Architecture Registration (RA) in the discipline being hired (i.e. mechanical design technical support requires a mechanical engineering license)
  • Have completed and passed the Construction Quality Management (CQM) for Contractor's course. If the individual does not have a current certification, obtain the CQM for Contractor's course certification within 90 days after the individual is assigned to the contract. The training and the contractor's time away from the project shall not be billed separately as this is a requirement for the position. The CQM certification expires after 5 years. If the individual's certificate has expired, they must retake the course to remain current.
  • Have demonstrated knowledge of broad-based Engineering principles and versed in the civil discipline.
  • Sound understanding of technical concepts, principles and practices applicable to multi-disciplined engineering project design.
  • Have demonstrated experience with performing site layout and grading design; design of water and sanitary sewer systems; performing stormwater calculations and design, and proficiency with AutoCAD Civil 3D.
  • Have demonstrated the ability to communicate effectively in English both orally and in writing.
  • Have demonstrated experience in preparing correspondence, written reports, and in briefing management personnel
  • Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
  • Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), AutoCAD, etc. Have the ability to adapt to new software such as eCMS, MS Teams and Zoom may also be necessary.
  • Complete the SF-85-P, Questionnaire for Public Trust Positions. This task order shall establish necessary base/building access requirements.
