Summary
A Land Surveyor, measures and establishes legal boundaries for federal lands, maps, and geographic data.
These positions are with Bureau of Land Management across; Arizona, Colorado, Oregon and Utah.

Duties
Help

• Preparing draft Special Instructions for survey requests by the BLM, BIA, Indian Nations, FS, BOR, NPS and other Federal Agencies after research is complete and interpretations have been made of the information collected
• Provides technical assistance to other personnel in cadastral program, external and internal customers, and private Sector surveyors.
• Prepares, reviews, and conducts the preparation of, and training of others in, official plat and note production.
• Designs data collection projects and collets accurate geodetic data in order to verify accuracy and reliability of existing positions.
• Prepares professional legal reports documenting circumstances that support unusual survey decisions.
• Prepares Special Instructions for survey requests by accurately researching, documenting, collecting, and interpreting the administrative record.
• Performs field work as part of Cadastral Survey Crew.

Qualifications

IN ADDITION TO IOR:
To qualify for the GS-7 you must have one year of specialized experience equivalent to the GS-05 level. Examples of specialized experience may include: Perform appropriate mathematical computations for traverse closures. Utilize software and automation tools to compute geographic coordinates from various survey records. Compile field survey data. Work closely with higher grade professionals and technicians to conduct routine analysis, and prepare routine legal descriptions, plats, and/or survey reports.
OR
1 year of graduate-level education or superior academic achievement. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
OR
A combination of qualifying education and experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
To qualify for the GS-9 you must have one year of specialized experience equivalent to the GS-07 level. Examples of specialized experience may include: Perform the necessary mathematical computations involved in traverse closure, azimuth determination, state plane coordinate transformation, section subdivision, route alignment, and location. Prepare preliminary and final survey plats, drawings, reports, legal records, and title descriptions for review and approval. Utilize software and automation tools to compute geographic coordinates from various survey records.
OR
2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
A combination of qualifying education and experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
To qualify for the GS-11 you must have one year of specialized experience equivalent to the GS-09 level. Examples of specialized experience may include: Plan and conduct land surveys, prepare written survey documents or notes, and coordinate with interested parties or project managers. Manage or lead cadastral survey or resurvey projects using a variety of survey equipment including total stations, data collectors, handheld calculators, and GPS receivers. Conduct survey computation and adjustments to produce final geographic coordinates. Research and analyze ancient and modern survey records.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
A combination of qualifying education and experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
For GS-12: you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Perform property boundary retracement surveys, including both field and office tasks. Research land title records and produce written reports explaining findings. Review survey plats for conformance to specifications. Operate surveying instruments to collect spatial data. Write legal descriptions of parcels of land. Draft boundary survey plats using AutoCAD or similar system. Education may not be substituted for specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Physical Demands: Work is performed both the field and office setting. Office work is sedentary. May be required to walk, stand, bend, carry light items. Field work is physically demanding, may require long work days that includes walking, climbing, carrying heavy objects. May be required to operate tools and perform strenuous activities.
Work Environment: Office work is performed in a well lighted, air conditioned, or heated room. Remote work requires incumbent to have a working space free of distractions in accordance with agency policy. Field work may take place in the wilderness or remote locations and in a variety of terrain and weather. Incumbent must adhere to all safety precautions and regulations.
Education
This position has an individual occupational requirement. To be considered applicants must meet one of the below requirements:

1. A degree in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments; OR
2. Combination of education and experience courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education; OR
3. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
