This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, Financial Management Group (FMG).
As a Accountant, GS-0510-13, you will serve as a senior accountant, providing authoritative and comprehensive technical expertise for accounting work that requires the application of complex accounting principles, theories, concepts, and practices on a range of financial reporting.Qualifications:ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
Your resume (limited to no more than 2 pages) must include detailed information as it relates to the responsibilities and specialized experience for this position. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector. Specialized experience for this position is defined as meeting 2 out of 3 of the following:
1) Performing analysis on accounting transactions to adhere to accounting policies (i.e., Medicaid, CHIP, state or local national healthcare programs).
2) Developing audit approaches to evaluate financial data and accounting systems (i.e., Medicaid, CHIP, national, state or local healthcare programs).
3) Interpreting or implementing regulations, manuals, program guidelines, program memorandum, policy letters, and/or reports to communicate financial management policies to Stakeholders for Medicaid, CHIP, state or local national healthcare programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")--TRANSCRIPTS REQUIRED AT TIME OF APPLICATION.
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law--TRANSCRIPTS REQUIRED AT TIME OF APPLICATION;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination--CERTIFICATE REQUIRED AT TIME OF APPLICATION; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
If you are applying for a position for which a state license is issued (e.g., physician, engineer, attorney), possession of a valid and current U.S. professional license by a graduate of a foreign professional school or program is sufficient proof that the foreign education has been determined to be equivalent to the requisite U.S. professional education in that occupational field.
