Job description

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/HUMAN RESOURCE DEVELOPMENT), Position Description Number T5931000/ T5932000 and is part of the DE Delaware JFHQ Air National Guard, National Guard.Qualifications:If this position has promotion potential and you are selected at the lower developmental level/grade of GS-09, you may be non-competitively promoted to the full performance level/grade of GS-11 after completing the required Individual Development Plan (IDP). Promotions are not automatic and may only occur after completion of the IDP.
SELECTIVE PLACEMENT FACTOR FOR THE GS-11: Must have specialized experience with automated systems such as the Defense Civilian Personnel Data System (DCPDS) and USA Staffing. To qualify for the GS-11, the applicant must have specialized experience using both of the systems listed and it must be clearly annotated/described in your experience on the resume. Staffing will make no assumptions when it comes verification of the automated experience described above.
SPECIALIZED EXPERIENCE: GS-09: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-07. Must have experience providing technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities. Familiar with self-development activities, eligibility requirements, and regulatory requirements. Provides guidance to supervisors in the completion of Individual Development Plans and training documentation. Uses various automated data from reports to evaluate funds usage and employee progression. Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs. Input training completion in Automated Civilian/Military Personnel Systems. Reviews travel documents, related to training, through automated systems. Creates purchase requisitions related to training expenses. Must have additional experience in Recruitment, Placement and Compensation to determine candidate eligibility and perform qualification analysis of eligible applicants. Analyzes and applies appropriate Title 32 (Dual Status) and Title 5 qualification standards. Reviews college diplomas, college credit hours and special licenses to ensure the qualification of candidates meet qualification standards for the occupational series and grade. The ability to initiate recruitment actions via Request for Personnel Action (RPA) channels.
SPECIALIZED EXPERIENCE: GS-11: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-09. Must have experience executing the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives and may be a Training Government Purchase Card (GPC) holder. Reviews and advises on the Individual Development Plan (IDP) and Performance Improvement Plans (PIP). Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plans for and administers the merit promotion and recruitment/ placement program. Performs the full scope of HR staffing work related to hiring, advertisement, qualification, selection, and onboarding actions. Performs qualification analysis of eligible applicants and adjudication of qualification appeals. Maintains documents associated with hiring actions.

GS-09 - master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related
GS-11- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related
