Mission Focus: NT Concepts is seeking a Scrum Master to support the DoD enterprise Military Housing system. This complex system of 34 web-based modules is used by over 10,000 active users to meet the housing needs of over 2.5 million service members, DoD civilians, and their families. 

Clearance: Active DoD Secret clearance required to start 

Location/Flexibility: Vienna, VA with remote flexibility. 

Position Overview 

The Scrum Master supports Agile delivery for the Enterprise Military Housing (eMH) application by facilitating Scrum practices and helping the team apply Agile principles effectively within a Navy onpremise environment. This position focuses on enabling team execution through facilitation, transparency, and continuous improvement rather than organizational transformation. 

The Scrum Master works closely with the Release Managers, development, and test teams to ensure Scrum ceremonies are effective, impediments are identified and resolved, and sprint goals are achieved. This role supports a complex, enterprise application while adhering to DoD security, compliance, and process requirements. 

Responsibilities 

  • Facilitate Scrum processes for one or more Agile development teams supporting the eMH application. 
  • Schedule, organize, and facilitate Scrum ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives. 
  • Track sprint progress, team commitments, and delivery metrics; promote transparency using Agile tools and artifacts. 
  • Identify and help remove team impediments, escalating issues as appropriate. 
  • Support the Product Owner by helping ensure the backlog is visible, understood, and ready for sprint planning. 
  • Serve as a liaison between the development team and stakeholders to support alignment on priorities and expectations. 
  • Promote Agile best practices and continuous improvement within the team. 
  • Develop and maintain awareness of ongoing IT development efforts and related business requirements. 
  • Support compliance with Navy, DoD, and organizational processes while enabling Agile delivery. 

Qualifications 

  • Clearance: Active Secret clearance required. 
  • Bachelor's degree in a technical or related discipline. 
  • Minimum 3 years of experience working in a Scrum Master, Agile facilitator, or similar Agile delivery role. 
  • Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe Certified Scrum Master, or equivalent Agile certification  
  • Active CompTIA Security+ or equivalent DoD 8140compliant certification, or ability to obtain within six months. 
  • Handson experience facilitating Scrum ceremonies in a Scrumbased Agile environment. 
  • Experience working with crossfunctional teams in a collaborative "oneteam" environment. 
  • Working knowledge of Agile and project management concepts and principles. 
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Microsoft Teams, for documentation, reporting, and team communication. 
  • Demonstrated ability to be reliable, punctual, and wellprepared, including arriving on time or early to meetings and Agile ceremonies. 

Preferred Qualifications 

  • Experience supporting enterprise or government software development programs. 
  • Familiarity with Navy or DoD IT environments and onpremise systems. 
  • Experience using Agile tools such as Jira or similar for backlog and sprint tracking. 

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 10-15 pounds at times.
