Description
TeleSolv Consulting is seeking an experienced and strategic Program Manager to support government operations and large-scale program and project management initiatives.
This position supports the federal government, and all applicants must be local to the designated duty location or able to work within approved regional offices or telework arrangements.
The Program Manager plays a critical leadership role in overseeing complex programs involving facilities planning, construction, sustainment, and operational support. This individual is responsible for ensuring successful execution of program objectives by coordinating across multiple stakeholders, managing resources, mitigating risks, and maintaining alignment with Government priorities. The Program Manager provides oversight across the full project lifecycle and ensures that all program activities are executed efficiently, on schedule, and within budget.
This position supports a Government program office responsible for managing real property, infrastructure, and facilities-related initiatives. The Program Manager contributes to mission success by ensuring effective planning, execution, reporting, and continuous improvement of program operations.
Responsibilities:
  • Oversee and manage the full lifecycle of programs and projects, from initiation through closeout, ensuring alignment with Government objectives.
  • Coordinate with stakeholders, including project managers, engineers, financial teams, and external agencies, to ensure seamless program execution.
  • Provide acquisition and program management support, including planning, documentation development, and monitoring procurement timelines and milestones.
  • Manage program budgets, track funding, and report financial status, ensuring accurate forecasting and alignment with Government systems and requirements.
  • Oversee project schedules, performance metrics, and deliverables, ensuring adherence to timelines and quality standards.
  • Lead risk management efforts by identifying, analyzing, and mitigating risks related to cost, schedule, and performance across programs.
  • Support development and execution of project requirements, including Statements of Work (SOW), project documentation, and acquisition materials.
  • Provide program-level analysis, reporting, and briefings to senior leadership, including monthly, quarterly, and ad-hoc updates.
  • Ensure all program data is accurately maintained in Government systems of record (e.g., SharePoint, SAP, TRIRIGA), with regular updates and reporting.
  • Oversee construction and facilities-related projects, including planning, execution, quality assurance, and closeout activities.
  • Develop and implement quality assurance processes, performance metrics, and continuous improvement initiatives.
  • Facilitate meetings, manage stakeholder communications, and ensure alignment across program teams.
  • Provide leadership and guidance to project teams, ensuring coordination across multiple concurrent efforts.
Qualifications:
  • Must be a U.S. Citizen.
  • Bachelor’s degree in business, project management, or a related field.
  • Minimum of ten (10) years of experience in program or project management.
  • Demonstrated experience managing large, complex government programs or contracts.
  • Strong knowledge of acquisition processes, budgeting, and financial management.
  • Experience with risk management, program analysis, and performance reporting.
  • Familiarity with Government systems such as SAP, SharePoint, and TRIRIGA (or similar platforms).
  • Experience overseeing construction, facilities, or infrastructure-related projects preferred.
  • Project Management Professional (PMP) certification preferred.
  • Ability to lead cross-functional teams and manage multiple priorities in a fast-paced environment.
  • Strong analytical, organizational, and communication skills.
  • Ability to obtain a Public Trust/Suitability Clearance through the Government.

Background Investigation:
This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
