Program Manager R&D TS/SCI with CI Poly

Xcelerate Solutions provides integrated mission support within an R&D environment in the form of Research Technology Protection Services, Business, Acquisition, and Financial Management Services. Functional areas within the portfolio include Communications and Public Outreach; Publication Management; Plans, Budget & Execution; Business and Acquisition Management; R&D Acquisitions; Industrial Security; Property and Records Management. We are seeking a Program Manager to oversee management and execution of the contract program cost, technical, and schedule parameters. Location: Bethesda, MD Clearance: TS/SCI with CI Poly

Responsibilities:

  • Organize, monitor, and resolve all issues pertaining to all highly visible and time sensitive projects to ensure deadlines are met and quality products are submitted for Government approval.
  • Accountable for the design and optimization of the work program to meet the requirements of the SOW in the most cost effective and efficient manner possible and quickly plan work options to meet the Government's needs as requirements evolve.
  • Coordinate all activities required to accomplish SOW requirements and tasks, to include planning, directing and scheduling the timely and successful completion of work requirements.
  • Prioritize tasks, de-conflict tasks, and align resources to ensure that emerging mission requirements are supported; and, if necessary, escalate concerns and issues to the Government for resolution.
  • Conduct continuous assessment of the program performance and report any issues that require Government involvement.
  • Respond to the Government's questions and concerns and be proactive in alerting the Government to potential contractual or programmatic issues.
  • Develop suitable strategies and objectives to ensure cross training within the support areas.
  • Primary point of contact with the Government's COTR for contract, cost, schedule, and performance.
  • Maintain adequate staffing levels of qualified personnel to accomplish all tasks/requirements and deliver high-quality products and services.
  • Provide for provisioning of subject matter experts, as needed for short-term assignments, subject to approval from the COTR.
  • Coordinate and participate in all weekly or bi-weekly status reviews, which are inform.al meetings with the COTR, GTMs, Government stakeholders as required, and Technical Leads to discuss tactical information such as upcoming events and the statuses of on-going issues.
  • Submit weekly activity reports and participate in monthly program reviews.
  • Ensure performance issues are addressed in a timely manner.
  • Coordinate all monthly status reviews, with the COTR to discuss contract performance, special topics of interest, and issue resolutions.
  • Prepare and deliver all CDRLs.
  • Maintain communications with other Contractors whose work efforts may impact program requirements and tasks, and immediately inform the COTR upon knowledge of information or actions that will have direct impact on performance

Minimum Requirement:

  • Bachelors' degree (Business Management, Administration, or related field)
  • 10+ years program management experience preferably in Research & Development environments
  • 5+ years of IC experience
  • Experience demonstrating a high-degree of proficiency with respect to organizational, writing, interpersonal communication, and meeting facilitation skills
  • Experience managing programs with integrated interdisciplinary teams of a minimum of 10 FTEs of similar scope.

Preferred Qualifications:

  • Master's degree in Business Administration, or a related field
  • 15+ years program management experience with integrated interdisciplinary teams of similar size and scope in the IC
  • 1 year of experience managing research and development programs
  • 1 year of Program Management experience within ODNI
  • Project Management Professional (PMP) Certification, or other equivalent
  • Experience managing programs with integrated interdisciplinary teams of a minimum of 20 FTEs of similar scope.
