Job description

Job Summary

Aptive Resources LLC is seeking a highly experienced Program Manager, Interoperability to support the Veteran Health Administration (VHA) Office of Health Informatics (OHI) and Office of Clinical Informatics (OCI). This individual will manage interoperability-focused informatics efforts supporting external health information exchange, eHealth Exchange operations, eNotifications/ADT capabilities, VA-DoD data exchange, and standards-based interoperability initiatives. The Program Manager is accountable for cost, schedule, performance, and delivery quality for interoperability features executed within a SAFe Agile Release Train (ART) operating on two-week iterations and quarterly planning intervals, with all work tracked and reported in Jira and Jira Align.

Primary Responsibilities
  • Provide end-to-end program management for interoperability call orders and features aligned to management operational informatics pipeline and clinical operational informatics pipeline requirements.
  • Lead delivery of eHealth Exchange program and product management, including partner onboarding, membership access, analytics, policy coordination, and performance monitoring.
  • Oversee implementation and sustainment of ADT/eNotifications capabilities and adoption support for VA medical centers.
  • Manage interoperability activities supporting VA/DoD shared health records, CHDR evaluation, JLV enablement, and interagency exchange use cases.
  • Ensure interoperability solutions align with HL7, FHIR, CDA, SNOMED CT, LOINC, and other national interoperability standards as applicable.
  • Coordinate with Integration and Clinical Informatics Solutions teams to ensure interoperability features integrate with enterprise data pipelines, dashboards, and clinical workflows.
  • Maintain program risk registers, dependency logs, and mitigation plans; report progress using program required flow efficiency, capacity allocation, value delivered, and next-iteration planning
  • Ensure deliverables meet acceptance criteria and VA security, privacy, and data governance requirements.
Minimum Qualifications
  • Master's degree in Health Informatics, Information Systems, Engineering, or related field.
  • Minimum of 15 years of experience managing healthcare IT or interoperability programs.
  • Demonstrated experience managing health information exchange (HIE) or standards-based interoperability initiatives.
  • Experience delivering work in SAFe or Agile environments using Jira/Jira Align.
  • Demonstrated understanding of VA healthcare technology development and sustainment programs (e.g. ServiceNow, Federal EHR) and VA IT and data platforms (e.g. Corporate Data Warehouse (CDW), VistA/CPRS)
  • Familiarity with eHealth Exchange, VHIE, JLV, or interagency data-sharing initiatives.
